Title: Sector Lead, Construction and WASH

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The International Programs Department is committed to helping communities that have been uprooted by conflict or natural disasters to take control of their futures and rebuild and maintain healthy, prosperous lives for themselves and their families. ARC takes a cross-sectoral, integrated approach that fosters community and individual leadership and local solutions.

PRIMARY PURPOSE OF THE POSITION
The Sector Lead for Construction and WASH will provide expert technical assistance and strategic direction to country programs and HQ, resulting in development of high quality programming aimed at work on construction/reconstruction activities in Shelter, WASH or related sectors for people who have been displaced. S/he will work with internal staff, partners, and donors to ensure complete, thorough and timely proposal preparation. Initially, the principle focus of the position will be on generating funding for ARC’s Construction and WASH programs. Once the position is fully established, the emphasis of the position will shift to providing more direct technical assistance to field programs.

MAJOR AREAS OF ACCOUNTABILITY
PRIMARY DUTIES/RESPONSIBILITIES
Program Development
 

  • Lead the development of ARC’s strategies for strengthening Construction and WASH programming globally.
     
  • In conjunction with members of the Program Development unit, research, identify, and track funding opportunities, including donor solicitations, strategic plans, presentations, and current projects which relate to Shelter, WASH and related reconstruction activities.
     
  • Represent ARC as technical lead for Construction and WASH among donors and other stakeholders/potential partner organizations.
     
  • Develop and carry out in-country assessments as needed using methods that are appropriate to local context.
     
  • Based on specific locations, develop and execute a data collection, analysis and dissemination plan for new country entry and emergency response. 
     
  • Negotiate with donors and represent ARC in meetings with the aim to secure program funding.
     
  • Provide leadership and management in the proposal development process related to construction/reconstruction activities including but not limited to gathering, analyzing and acting upon relevant information, conducting due diligence and priority-setting; identifying potential partners; recruiting project staff and partners; and managing in-country proposal assessments.
     
  • Develop project proposals, budgets and work plans for Water, Sanitation and construction projects in collaboration with program team and partners.
     
  • Where necessary, draft Grants Development Plans (GDPs) for country programs. 
     
  • Write, edit and/or provide technical input on concepts and proposals on an as needed basis including advising and counseling team leaders and team members on proposal content, strategy, staffing, partners and budgeting.
     
  • Assist in reviewing and refining program development tools while establishing and integrating them into the ARC system.

    Technical Assistance to Field Programs
     
  • Provide technical expertise to field staff in program design, implementation strategies, and work planning.
     
  • Monitor field program results and ensure cross-learning of best practices among field programs.
     
  • Conduct field visits and training programs to strengthen the quality of ARC’s Construction and WASH programs.
     
  • Develop tools for staff development and effective monitoring and evaluation of Construction and WASH programs.
     
  • Help determine and certify proposal compliance within donor guidelines.
     
  • Assist with budgeting and reporting as needed. 
     
  • Develop and document written protocols and standard operating procedures/ guidelines for construction/ water and sanitation programs.
     
  • In close coordination with country-level water/sanitation teams, assess and identify available resources and capacity to improve public health through the development, dissemination and communication of health promotion materials (IEC) on hygiene and sanitation.

    Capacity-building
     
  • Provide, mentor, coach and role-model for international and national counter-parts within defined areas of responsibility.
     
  • Assist with drafting working plans, writing, coaching and similar exercises to increase the confidence and ability of national counter-parts.
     
  • Initiate and engage in training activities as needed.
     
  • Work closely with country and state government structures to identify and develop potential capacity building opportunities.

    Program Start-Up
     
  • Provide leadership and management in program start-up including serving as a member of ARC emergency response team. This may require little notice and subsequent long hours in unstable areas.

    Additional Requirements:

    EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

    Bachelor’s Degree in Water Engineering/Public Health or relevant degree strongly preferred. Master’s degree preferred.

    Minimum three years experience in Construction or WASH sector in developing countries. Experience in post-conflict settings strongly preferred.

    Demonstrated program management experience in developing country or post-conflict settings.

    Relevant experience with governmental and private donors within the sector; demonstrated success at resource development.

    English fluency and training/presentation skills required.
