The Virginia Department of Transportation (VDOT) is currently seeking a professional engineer to work within VDOT’s Fredericksburg District Location and Design Section. We are looking for a professional engineer to lead the management of roadway and transportation related design projects consistent with established processes, schedules, budgets, design criteria, standards and specifications; supervise, train and provide guidance to team members as needed to support organizational objectives.

The Assistant District Engineer, Location and Design, will apply thorough knowledge of roadway design and principles of hydraulic design and survey to complex projects and take appropriate action to resolve difficult problems. Organize work unit and assign workload. Monitor workload assignments such that roadway designs and design tasks are completed consistent with project scheduling and in support of VDOT programs. Manage time and adjust priorities of tasks. Take responsibility for the delivery of projects on time and within budget. Manage consultant design projects, design-build projects and on-call contracts.

Required skills for job & position:
• Ability to develop roadway plans from concept level to final design
• Ability to develop construction estimates for roadway projects from concept level to final design
• Knowledge of Transportation engineering principles and practices
• Extensive knowledge of roadway design criteria, construction methods, standards, specifications and materials
• Considerable knowledge of Civil Engineering principles as they relate to roadway design and Standard Design technical knowledge
• Thorough knowledge of principals of roadway safety that impact roadway standards and special designs
• Substantial knowledge of VDOT Road and Bridge Specifications and Standards
• Ability to provide technical direction, guidance and training to others
• Skill in the use of computers and web-based applications to include engineering software
• Ability to supervise staff, programs and budgets
• Ability to research and analyze data to provide recommendations and solutions to problems
• Knowledge of state and federal laws and regulations related to transportation engineering
• Skilled in project scheduling and project management
• Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings
• Skill in building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and FHWA representatives
• Proficient skill in leadership, project and program management, coaching, counseling and training others
• Knowledge of business and management principles involved in strategic planning, resource allocation, human resources and leadership techniques
• Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management and employee development


 


Minimum Qualifications


• Valid Professional Engineer’s license
• Extensive knowledge of and experience applying roadway and transportation design criteria, construction methods, standards, specifications and agency policies and procedures
• Considerable knowledge of Civil Engineering principles as they relate to roadway design and Standard Design technical knowledge
• Skill in the use of computers and software applications, including CADD and other engineering applications
• Experience estimating transportation projects
• Leadership experience to include project and program management, coaching, counseling and training others
• Experience related to building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and FHWA representatives
• Ability to communicate effectively orally and in writing
• Ability to supervise staff, programs and budgets
• Project management experience


 


Additional Considerations


• Experience in mentoring personnel
• Experience in Open Roads Design (ORD) or equivalent
• Degree in civil engineering or related field

This position is classified as “designated” to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.
