The Virginia Department of Transportation (VDOT) is seeking a dynamic and visionary leader to join our Local Assistance Division as an Assistant Division Administrator for Policy and Performance. This is your chance to play a pivotal role in identifying opportunities for streamlining processes, accelerating project delivery, and guiding Local Public Agencies (LPAs) in the successful development and delivery of locally administered transportation projects. In partnership with VDOT, LPAs deliver nearly half of all projects in VDOT’s Six-Year Improvement Program (SYIP), providing important benefits to the citizens of the Commonwealth who travel its roadway network.


This position will oversee the development and implementation of policies and procedures affecting the successful delivery of locally administered projects; develop, track, and report performance metrics associated with local delivery of transportation projects; identify and implement new procedures, processes, and tools to support the locally administered projects program; provide oversight, coordination, and direction for the Division’s training and outreach efforts, including the annual Local Programs Workshop attended by over 500 individuals; oversight of the Department’s Local Government Qualifications Program (QP), and various other training and outreach efforts.

The successful applicant will be required to lead and coordinate with a diverse group of individuals, and work closely with VDOT Central and District Offices, the Federal Highway Administration, local governments and agencies, as well as other public stakeholders. Minimum Qualifications



  • This position requires experience in transportation project development and delivery; policy development and program implementation for federal and state transportation laws; and developing regulations, guidelines, and policies aimed at accelerating and streamlining project delivery for Virginia’s local partners.

  • A proven ability to provide strategic leadership and management direction to a diverse workforce through effective communication, consensus building, and outstanding problem-solving skills is essential.

  • Considerable knowledge of administrative, managerial and supervisory principles and practices is required; a demonstrated ability to plan, organize, and oversee implementation of complex programs; and the ability to work and make impactful decisions independently.

  • Knowledge of engineering principles and methods.

  • Ability to problem solve and use analytical skills.

  • Senior level managerial experience in budget administration and federal fund management..

  • Skill in the use of computers and web-based applications.

  • Knowledge of the legislative process and legislative analysis.

  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.


Additional Considerations


A combination of training, experience, or education in Engineering, Planning, Public Administration, Business or related field preferred. Professional licensure and/or certification a plus.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
