Job Duties
The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as an assistant division administrator in our Central Office’s Infrastructure Investment Division. The Infrastructure Investment Division oversees the development and management of the Department’s Six-Year Improvement Program (i.e., VDOT’s surface transportation capital improvement program) and the financial lifecycle of projects from initiation through final closeout. This position is located in Richmond, Virginia.

The purpose of this position is to assist the leadership of the division in promoting, planning, developing, and managing division programs and staff. Develop, maintain and administer budgets. Interpret and analyze policies, procedures and business processes; monitor program compliance. Provide technical guidance and problem resolution to internal and external customers.
Additional responsibilities include but are not limited to:
Program Management: Provide leadership, direction and evaluation in multiple program areas. Advise executives and/or Attorney General's Office of program issues.
Program Compliance: Provide technical guidance to internal and external customers statewide pertaining to program functions. Develop and ensure required reports are prepared and distributed.
Customer Communications: Represent VDOT at meetings with local governments, General Assembly, and other organizations. Foster relationships with VDOT Central Office, district and residency staff. Champion VDOT objectives and programs. Resolve issues as they arise.
Administrative Management: Assist in the leadership of multiple programs. Ensure compliance with federal and state policies, procedures and business processes. Develop and monitor operating budget and authorize expenditures.
Develop Program Policies and Procedures: Work with Division Administrator in developing and implementing policies and procedures ensuring program compliance with federal and state regulations and codes. Coordinate actions with other internal and external sources.
Serve on Committees: Serve on special program committees with statewide focus.
Minimum Qualifications
• Ability to communicate effectively orally and in writing with customers.
• Ability to supervise, monitor human resources practices, principles to include hiring, discipline, performance management, and employee development.
• Senior level managerial experience in budget administration, financial management, related state, federal policies and procedures.
• Extensive knowledge, experience of transportation engineering methods and procedures related to construction of roadways.
• Experience interpreting laws, policies and procedures.
• Ability to manage multiple and complex programs.
• Experience ensuring code compliance, compliance with policies and procedures.
• Skill in the use of computers and web-based applications.
Additional Considerations
• A combination of training, experience, or education in Civil Engineering, Planning, Public Policy, Public Administration, Finance or related field desired.
• Knowledge of transportation planning and project development processes and tools.
• Ability to apply logic and reasoning to identify and analyze problem areas and recommend various solutions consistent with applicable regulations and policies.
• Skill in the use of computer and web-based applications.
• Ability to effectively interact and communicate to all levels of VDOT staff in both written and verbal formats.
• Ability to work with VDOT management, employees, localities and other state agencies.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief.
