Job Duties


VDOT's Civil Rights Division is excited to offer and announce an opportunity to serve as the next Civil Rights Manager supporting the Lynchburg District. This position reports directly to the Civil Rights Division Administrator at the Central Office and supervises Civil Rights Specialists assigned to the district.

This position provides administration, planning, and implementation of all governing laws, regulations, policies and procedures related to Title VI and Title VII of the Civil Rights Act of 1964, Americans with Disabilities Act (ADA), Disadvantaged Business Enterprises (DBE) Program, Equal Employment Opportunity/Affirmative Action Contractor Compliance, Labor Compliance and On the Job Training.

Success factors in this role include but are not limited to working knowledge, education, and experience in the following:



  • Plan, manage and coordinate the investigation of discrimination, retaliation and harassment complaints, report findings, and make recommendations to all appropriate levels within VDOT and the Office of the Attorney General in accordance with laws, regulations and policies.


  • Administer District Title VI program to minimize possible adverse impact on protected classes by VDOT activities. Manage the EEO requirements for federal highway and construction projects, On-the-Job Training, and Contractor Compliance Programs. Implement and conduct periodic EEO project inspections to monitor Contractor’s overall employment practices and ensure compliance.

  • Manage, plan and direct all activities of the District DBE Program.


  • Work closely with outside government entities to administer federal civil rights requirements on locally managed projects.


  • Continue to strengthen our workforce through improved employee relations and external and internal partnering activities.


  • Management and supervisory experience of staff.


Minimum Qualifications



  • Ability to perform work of considerable difficulty, exercise independent judgment interpreting
    Civil Rights and Affirmative Action guidelines.


  • Ability to create, implement and present EEO and DBE training materials to customers.


  • Skill in using computers and software applications


  • Ability to apply federal and state Civil Rights and labor laws, rules, regulations, policies and procedures.


  • Ability to maintain confidentiality on all sensitive matters, complaints and investigations.


Additional Considerations



  • Experience with contract interpretation. Supervisory and administrative experience.


  • A combination of training, experience or education in Public Administration, Business
    Administration or related field desired.


  • Experience with equal opportunity programs and working in a transportation environment
    desired.

advertised rates of pay may or may not align with the Commonwealth pay bands.
