Job Duties


NOVA VDOT is seeking a Contract Administration Supervisor for the Interstate Department to provide daily oversight over contractors performing maintenance activities on interstates and major primaries to include all facilities and assets. This position will be stationed at the Dale City office but will have oversight over a multi county stretch of I-95 activities.

Contractor Oversight – Provide daily oversight of contractor activities in support of the district’s contract administration responsibilities. Conduct field reviews of work in progress, work completed, and frequent and random field reviews to assess general conditions of assets. Communicate with the contractor, VDOT staff or others on status of work, unusual events or to consult for technical assistance. Review and recommend actions to the District concerning contractor work and reporting plans as required in maintenance contracts and other contractor proposals. Monitor work to ensure compliance with specified contract requirements. Provide residency, district, and Central Office with reports on contractor compliance and planned work activities. Provide daily management of assigned contract monitors.

Contractor Performance – Ensure services are delivered in accordance with contract price, terms, and conditions. Certify receipt of services billed when delivered in accordance with contract terms and conditions. Monitor contractor work performance to ensure compliance with contract requirements, with special emphasis on timeliness requirements, and report contractor performance problems to management. Assure contract terms and conditions are not extended, increased, decreased, or modified without management approval. Conduct monthly meetings with contractor and VDOT staff to review performance issues and discuss contractor responses for remedial actions.

Work Plans – Review contractors work plans, provide guidance, and if needed, strongly encourage contractor to adjust the work plan to meet the maintenance needs as determined by regional coordinators, with input from local VDOT staff. Provide reports to residency or district staff on major work activities and advise on any issues with the work plan.

Public Contact – Serve as public information contact for the contract in assigned area. Request information from contractor and monitor for timely response to ensure prompt response to citizen or others. Develop agendas for quarterly meetings and serve as facilitator.

Incident Management – Oversee operations between VDOT and contractor in emergency operations throughout assigned area. Ensure emergency operation plans are implemented by reviewing actions such as incident management, winter maintenance, snow removal and other preparedness activities


Minimum Qualifications


Experience updating and maintaining a variety of records, as well as analyzing and compiling information into reports and presentations.

Ability to resolve issues, negotiate resolutions and work independently while managing multiple projects with milestones that must be met.

Skill in operating computers/software systems to include MS Office & automated financial systems.

Ability to communicate effectively orally and in writing with contractors, citizens, local officials and VDOT staff, lead and facilitate meetings and discussions, and give presentations to diverse groups.

Knowledge of Incident Command structure and ability to represent VDOT at incidents in a command or support role.

Experience supervising staff and programs and evaluating the work of others to include contractual performance assessments.

Knowledge of highway maintenance and construction equipment, materials and methods, as well as OSHA and environmental regulations and laws.


Experience in contract development and administration and general knowledge of procurement laws and regulations.

Valid driver’s license.

Ability to obtain VDOT Contract Administration Certification within 6 months of hire.


Additional Considerations


Experience developing contract specifications and engineering estimates.

Experience developing and monitoring budgets, as well as planning, monitoring and evaluating maintenance activities.

Knowledge of VDOT’s Road and Bridge Specifications.

Bachelor’s degree in civil engineering or related field preferred or equivalent experience or training may substitute for training.

Working knowledge of VDOT’s Maintenance Best Practices Manual.

Knowledge of Storm water Management Facility (SWM) maintenance.

Experience with investigating and evaluating citizen tort claims.

Knowledge of VDOT’s Maintenance Rating Program.

Possession of VDOT Contract Certification.
