Job Duties


Virginia Department of Transportation (VDOT) Hampton Roads District has an exciting opportunity for a Contract Spec District to assist in planning and delivery of the District Operations Installation & Maintenance contract program. Provide technical leadership, coordination and support to the District Operations Installation & Maintenance staff. Contribute to the success of all maintenance contracts, RAAP, SAAP, ASD and other service contracts.

Core responsibilities for job & position:



  • Secure field data, develop and scope no-plan RAAP contracts, and compile routine and non-routine reports for contracts. Develop maintenance contracts from bidding stages through final payment. Compile schedule (RAAP) and other relevant documentation needed to support maintenance contract assemblies. Analyze TransPort program to create contract estimates. Ensure contract submittal deadlines are met.


  • Develop contracts according to scope for assigned program area.


  • Follow established processes and procedures in all phases of contract development and monitoring. Provide support in overall contract planning, development and implementation.


  • Provide contracting advice and support to others in the area of contract management. Provide support and analysis to leaders to assist in determining what contracts exist to accomplish work and provide input to different contracting approaches.


  • Update and maintain records, reports and systems related to assigned contracts.


  • Check all contract proposals for format and compliance; resolve issues prior to submission. Make the actual submittal to Central Office. Maintain good reporting for all active SAAP and RAAP contracts. Work closely with Location and Design to ensure all required tasks are completed for SAAP submittals.


  • Interact with other District Operations Installation & Maintenance contract administrators to identify and plan for maintenance contracting needs. Assist in coordination of all District Operations Installation & Maintenance ASD service contracts to ensure consistency and efficiency. Coordinate funding and project status issues with District Maintenance Contracts Mgr. Prepare reports and presentations.

  • Oversee and evaluate performance of contract work according to specifications. Monitor and review activities and progress. Communicate with contractors and respond to questions or issues that arise.


  • Demonstrate ability to manage several assignments at the same time. Occasionally will need to perform tasks outside of normal role of responsibility. Encourage team building environment in the execution of duties. Keep supervisor updated on important developments and on work assignments.

Additional Considerations



  • A combination of training, experience, or education in Engineering, Maintenance, Business Administration or related field desired.

Position is designated as essential and, as such, will be required to work outside normal hours, weekends, and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. Travel may be required.
