Job Duties


Virginia Department of Transportation (VDOT) Hampton Roads District has an exciting opportunity for an Engineer Senior Supervisor Structure and Bridge to serve as responsible-charge engineer in the evaluation, design, and detailing of all types and complexities of structures and bridges for new construction, maintenance and rehabilitation projects. Supervise engineers and technicians in analysis and design and to facilitate the production, coordination, and implementation of structure and bridge plans. Check statically determinate and indeterminate structures of concrete and steel to meet alignment, dimension, strength and economic requirements using AASHTO specifications to prepare plans. Compute dimensions and quantities of materials. Provide construction support and direction regarding construction and maintenance of structures and bridges.

Core responsibilities for job & position:



  • Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.



  • Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.



  • Schedule, lead and participate in pre-construction conferences, contract showings and other related structure and bridge construction meetings. Provide a thorough review of structural plans to ensure conformance with AASHTO and VDOT guidelines and specifications to minimize field problems and delays.



  • Supervise team of engineers and technicians. Assign projects and task, monitor work progress and provide guidance. Promote training and development opportunities.



  • Provide technical guidance and support related to bridge construction activities, issues, and problems. Develop effective and economical recommendations to respond to construction problems and other bridge-related inquiries. Document all occurrences for future reference. Participate in meetings to ensure bridge-related issues are presented.


  • Provide leadership and direction to to assigned engineering team. Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals. Prepare and review technical reports. Act as team and technical lead for projects and proposals. Provides technical leadership to engineers and technical staff. Provides recommendations on various technical aspects of assigned engineering program.



  • Prepare effective preliminary and final bridge and structure designs for new construction, maintenance, and rehabilitation projects, ensuring compliance with AASHTO and VDOT specifications. Prepare bridge plans, sketches, and structural drawings. Check structural plans prepared by others. Ensure shop plans meet AASHTO and VDOT specifications, are geometrically correct and meet requirements of project design plans. Investigate condition of existing structures and assist in developing scope of proposed bridge rehabilitations. Analyze structures for safe load carrying capacity and perform structural calculations to ensure soundness and compliance of structural elements.



  • Serve as project manager for new bridge design and bridge rehabilitation projects. Coordinate design activities with other sections, divisions and consultants. Assist in the development of scopes of work, develop and manage project schedules, review proposals and manhours, assist with negotiations, review proposals, and coordinate activities for advertisement. Oversee project activities to meet project requirements. Maintain project records and correspondence. Attend project meetings to give and receive updates on project progress.



  • Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision.



  • Suggest and lead the implementation of improvement opportunities for the section. Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.

  • Ability to draw rational conclusions and develop solutions from analysis; make independent decisions; and manage multiple assignments.


  • Professional Engineer License.





Minimum Qualifications



  • Ability to interpret construction plans and design specifications and produce structural design plans and notes.


  • Ability to estimate quantities and costs of materials.


  • Skill in the use of computers and software applications to include automated engineering and design software.


  • Degree in Civil Engineering, Structural Engineering or related field.


  • Experience in structural steel design, reinforced and prestressed concrete design and soil mechanics.


  • Experience applying civil engineering principles and practices related to structural engineering to include strength of materials, statics and structural analysis.


  • Valid Professional Engineer's (PE) License.


  • Ability to supervise and train others.


  • Knowledge of specifications, codes and regulations related to structural design (e.g. AASHTO and LRFD structural design standards).


  • Ability to communicate effectively orally and in writing with internal and external customers.


  • Ability to manage projects and review and administer consultant design contracts.


Additional Considerations



  • Experience in the design and analysis of bridges and structures. Experience using AASHTO's LRFD design specifications.


  • Experience using MS Office, bridge design, and MicroStation software.


  • Experience in bridge design engineering, repair, and rehabilitation; experience managing projects and consultant contracts.
