Our Location and Design Division is seeking an Engineer Technician Senior to join our Photogrammetry team. The selected candidate will provide technical photogrammetry and GIS expertise to assist in supporting engineering project development and program management efforts of the Photogrammetry Section through working with consultants or engagement with the various Location and Design program areas in the districts and Central Office. This position will perform professional level work that is related to the development, integration, and implementation of photogrammetry and incorporating GIS mapping in support of the Photogrammetry program. This position will also help the Geospatial Program on an as-needed basis.

The selected candidate will be responsible for:
• Quality Control: Performing quality control reviews of work products, both in the field and office, to ensure products are accurate and depict the project controls and data to support the project. Viewing plans or plats at the different developmental stages for compliance to standards.
• Photogrammetry: Completing photogrammetric element on a wide range of transportation projects from location study through post construction. Applying photogrammetric and survey principles and practices to achieve project requirements.
• Engineering Surveys: Conducting a wide range of field survey activities for transportation projects from scoping to post-construction. Following VDOT policies and procedures and APELSCIDLA rules and regulations governing survey activities. Using a variety of surveying equipment and tools to locate and record field data. Conducting courthouse research on plats.
• Geographic Information System: Creating and maintaining geodatabases, mobile applications, web-based applications, and support of all GIS data needs for the Location and Design Division and other division as needed, statewide. Responsible for creating needed projects using the Esri ArcGIS suite of products for desktop and web/mobile platform (ArcGIS Pro 2.9X, ArcGIS Online, Portal, Survey123, Field maps, Web Map Builder/Experience Builder on an as needed basis.
• Computer Skills: Completing work processes using various photogrammetric, survey and digital terrain modeling hardware and software applications; as well as other non-engineering hardware and software. Maintaining project computer files. Establishing and applying procedures to manage the history, locations, access and format of survey related project files. Completing work processes using multiple survey, CADD, and digital terrain modeling software, as well as other non-CADD applications.
• Time Management: Perform surveying and mapping functions in accordance with project scheduling and in support of VDOT programs. Performing tasks on one or more projects, adjusting priorities as needed. Coordinating the flow of information, both orally and in writing, to and from others, to contribute to project development.


 


Minimum Qualifications


• Ability to follow oral and written instructions.
• Skill in the use of computers and software applications.
• Knowledge and ability to plan aerial photography missions.
• Ability to read and understand survey data and highway plans.
• Knowledge of survey and photogrammetry requirements as related to transportation projects.
• Skill in the use of photogrammetric instruments, workstations and related software for photogrammetric data analysis and data processing.
• Knowledge of photogrammetric practices, principles and procedures.
• Ability to interpret aerial imagery.


 


Additional Considerations


• A combination of training, experience or education in Photogrammetric, Survey Remote Sensing, Geographic Information Systems or related field desired.
• A.S.P.R.S. Certified Photogrammetrist.
• Experience working with aerial imagery, soft copy photogrammetric workstations and related hardware and software.
• Working knowledge of GIS and ESRI software suite, database development, and data management.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
