Job Duties

VDOT's Construction Division is seeking a qualified individual to manage the Materials Documentation Program to ensure that all materials used in VDOT projects meet VDOT specifications and standards and ensure that project documentation is complete, accurate, and meets VDOT and FHWA requirements.

Core Responsibilities Include:



  • Ensure compliance with all Construction Directives (CDs), environmental safety, EO, Materials, acceptance testing and quality directive. 

  • Coordinate the Materials Documentation Program to ensure that all materials utilized in VDOT, Design-Build/P3, and applicable LAP projects comply with VDOT specifications and standards. Attend Pre-Construction meetings, review C-25 Source of Materials.

  • Provide engineering technology solutions to complex or unusual cases and projects.

  • Serve as a technical resource and consultant to inspectors, contractors and agency management. Instruct and guide field staff to assure work conforms to Agency, OSHA, VOSH and contract safety policies, plans, specifications and contract documents.


Minimum Qualifications



  • Considerable knowledge of quality control, quality assurance concepts and practices.

  • Knowledge of materials acceptance programs and requirements.

  • Ability to collect, organize, analyze, and maintain data.

  • Ability to perform mathematical calculations, apply statistical concepts in sampling and testing of materials.

  • Considerable knowledge of plant and field quality assurance sampling and testing methods, frequencies, and procedures.

  • Considerable knowledge of highway construction and maintenance materials.

  • Ability to prepare or review technical reports.

  • Ability to interpret plans, drawings, manuals, VTM/ASTM/AASHTO test methods, and VDOT specifications.

  • Ability to work independently, in teams, including industry and management.


Additional Considerations



  • Several years' experience in materials testing or construction desired.

  • Knowledge of materials quality control and quality assurance practices.
