Job Duties
NOVA VDOT is seeking an Engineering Specialist to assist the NPDES Program in duties and responsibilities related to the Municipal Separate Storm Sewer System (MS4) program and VDOT regulated land disturbances covered under the General Virginia Pollutant Discharge Elimination System (VPDES) Permit for Discharges of Stormwater from Construction Activities (Construction General Permit or CGP). Conduct MS4 and CGP inspections and provide technical engineering and environmental advice.
Responsibilities will include but may not be limited to:
Compliance -Ensure compliance with the VDOT MS4 program, Standards and Specifications for Erosion and Sediment Control and Stormwater Management, all Construction Directives (CDs), Location and Design, environmental, safety, EO, Materials, acceptance testing and quality directives. Ensure assigned project is compliant with VDOT, District, and regional environmental goals. Ensure environmental discrepancies are corrected. Monitor and assure compliance with all applicable VDEQ regulations and VDOT policies.
Assist the District’s NPDES Program- Implement policies and procedures to improve MS4 compliance based on continuous reviews of activities and operations.
Technical Problem- Solving Provide technical assistance by applying sound engineering, decision making, and judgments in support of MS4 implementation. Apply state and federal laws, rules, policies, and procedures in engineering and administrative matters, renders technical recommendations, and assures adherence to schedules, budgets, and quality control standards through effective policies and procedures. Provide technical guidance to district work programs and monitor adherence to approved standards, procedures, and practices through field coordination, visitation, and consultation.
Engineering Technology- Solutions Provide engineering technology solutions to complex or unusual cases and projects.
Assist NPDES Program in oversight of duties and responsibilities related to NPDES Program and Municipal Separate Storm Sewer System MS4 Evaluation and Assessment- Provide assistance related to evaluation and implementation related to compliance and conformity with state and federal regulations-erosion sediment control, stormwater management, and MS4. Provide written comments related to assessments to VDOT divisions and district program areas, residencies, and private sector ensuring goals and objectives are met. Conduct inspections of select VDOT facilities, construction and maintenance projects. Investigate reported illicit discharges providing recommendations of corrective action. Operate on the authority as district representative of the CGP signatory, the State Location and Design Engineer.
Technical Advice and Guidance- Serve as a technical resource and consultant to inspectors, contractors and agency management. Instruct and guide field staff to assure work conforms to Agency, OSHA, VOSH and contract safety policies, plans, specifications and contract documents.
Time Management- Ensure work assignments are performed to achieve on schedule completion of activities on projects. Manage multiple projects and adjusts priorities as needed.
VDOT Representative- Represent VDOT with outside contacts, which include handling and resolving concerns of contractors and the public.
Training- Assist in developing and performing employee training for assigned program areas. Assist in mentoring field staff and work with team members to monitor training programs.
Perform oversight MS4 and CGP inspections- Provide technical advice, and training of district and inter-departmental staff. Participate in the investigation of technical issues related to MS4, stormwater management, and sediment control design and construction issues, work orders and customer complaints.
Communicate with other VDOT Divisions, Districts, Residencies and private sector- Ensure compliance and conformity with State and Federal regulations regarding any and all issues related to MS4 Program. Assist the section and other appropriate District and Central Office staff to communicate the need of any action needed to effect compliance with established stormwater regulations, any issues related to the MS4 Program and NPDES permits.
Assist the NPDES Program related to Maintenance, Construction, and Environmental Divisions- MS4 planning and implementation as assigned, including assistance with the Environmental Division’s TMDL Program to coordinate with District, Residency, and AHQ staff to develop, prepare, and recommend TMDL Action Plans. Evaluate implementation regarding compliance and conformity with state and federal regulations related to erosion sediment control, stormwater management and MS4.
Special Studies- Perform special studies and assignments to support initiatives and decision making for assigned engineering program area. Prepare project related correspondence.
Job Safety- Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA, VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices.
Maintain Records- Research information and update records or databases on for activities in assigned program area. Collect and verify project data, maintain files and recommend updates when discrepancies are found.
Minimum Qualifications
• Valid driver's license.
• Demonstrates knowledge in fundamental principles and practices of erosion, sediment control and storm water management.
• Experience with oversight inspections, MS4 program implementation, MS4 policies, procedures and regulatory requirements, program plan development and implementation.
• Ability to interpret and apply laws, codes, regulations, ordinances, policies, procedures and rules, Road and Bridge Standards, VDOT Drainage Manuals and VDOT BMP Manual of Practice.
• Demonstrates skill in delivering exemplary customer service. Interact courteously and professionally with the public and other employees.
• Knowledge of Illicit Discharge Detection Elimination IDDE, Storm Water Pollution Prevention Plans on high priorities facilities.
• Ability to use applicable software and database programs.
• Understanding of TMDL characterization, development and implementation
• Ability to communicate clearly and concisely orally and in writing. Prepare correspondence and technical reports. Exp preparing professional policies, resolutions and reports.
• Unless already certified, must obtain a VA DEQ Dual Combined Administrator certification within one year of employment.
Additional Considerations
• DEQ: Dual Combined Administrator (DCA).
• Experience in MS4 related activities, stormwater management experience, erosion and sediment control inspection and plan review, delivering training courses, highway civil engineering, report writing and MicroStation skills are a plus.
• A combination of training, experience or education in civil or environmental engineering, highway engineering, water resources, environmental resources or related field desired.
