Job Duties

We are seeking a Natural Resource/ Environmental Specialist to provide technical assistance and oversight to locally administered projects (LAP) under agreement with VDOT. Serve as VDOT’s environmental contact and liaison to provide guidance on environmental laws, regulations and department policies/procedures related to VDOT’s Local Assistance Programs. Attend meetings, compile/provide the appropriate Environmental Scoping Recommendations forms as well as other technical environmental guidance to communicate environmental requirements for LAPs.

Ensure locality prepared environmental documents meet VDOT quality control standards and procedures for acceptance. Prepare NEPA documentation and other environmental document deliverables; administer the State Environmental Review Process (SERP). Ensure NEPA and other project due diligence documentation is maintained in CEDAR to support an Administrative Record. Apply working knowledge of highway transportation project development practices involving planning, traffic, design, right of way and construction.

This position is an hourly/wage position. Wage employees may not work more than 29 hours per work week on average over the course of a year and are limited to 1,500 hours within a 12-month period. No State benefits are provided.

PART TIME-Day shift during Business Hours M-F On site/Not Remote position.

Minimum Qualifications

• Skill in applying environmental requirements to transportation or similar operations.
• Knowledge of federal, state, local transportation, environmental rules, regulations, policies, and practices.
• Skill in planning, overseeing environmentally compliant operations and activities, as well as working with others to develop an environmental ethic. 
• Skill in wetland delineation and permitting. 
• Valid driver's license.
• Ability to read highway engineering plans. 
• Knowledge of construction inspection, asbestos safety awareness and hazardous communications. 

Additional Considerations

• Skill in managing projects in the transportation engineering and construction industry.
• Skill in working with environmental programs.
• Knowledge of Section 404 of the Clean Water Act, 1987 COE Wetland Delineation Manual, wetland ecology and management. 
• DEQ: Inspector for Erosion Sediment Control (ESC IN)
• A combination of training, experience, or education in Environmental Sciences, Natural Sciences, Forestry, Biology, Chemistry, Geology, Hydrology, or related field desired.
