Manage district fiscal and accounting activities, including but not limited to payroll, AP and AR, petty cash, time entry, general ledger and financial management. Provide financial leadership, guidance and training to various organizational levels within district. Assist the ADA Business in financial, accounting and business matters. Serve on committees or focus groups that impact district or statewide VDOT concerns.
How you will contribute:
Financial Oversight: Oversight of VDOT's financial management system, financial leadership and guidance and technical direction to staff on financial issues.
Financial leadership and guidance: Financial leadership and guidance is provided to all organizational levels within the district. Provide ongoing processing, monitoring, evaluation and review of district financial data and transactions. Ensure sufficient internal controls are in place to mitigate risks. Serve on committees and teams that influence finance and budgeting practices and processes on district and statewide basis.
Financial reporting: Compile and prepare reports to monitor and evaluate data. Provide timely and accurate financial reports to sections and residencies.
Oversight of VDOT's financial management system: Provide training as necessary to support system users and implement system improvements.
Technical direction and consultation: Provide technical direction and consultation to the accounting staff responsible for financial and accounting functions to include payroll, accounts payable, accounts receivable, purchasing card management, travel card management, cash receipts, and general ledger. Analyze complicated and unusual financial problems. Conduct compliance reviews on financial transactions.

Minimum Qualifications:
Advanced technical accounting experience reflecting ability to analyze complex financial transactions, reports and summaries and recommend course of action for managers.
Fiscal experience reflecting thorough knowledge of automated financial and accounting systems.
Progressively responsible experience applying accounting principles and methods in complex business initiatives and developing and implementing accounting policies and procedures.
Progressively responsible experience in GAAP, governmental accounting, internal controls, and accounting systems.
Strong verbal, written communication and presentation skills.
Supervisory experience reflecting skills at managing performance of fiscal staff.
Additional Considerations:
A combination of training, experience or education in Accounting, Business Administration or related field desired.
Experience in human resources practices, public administration, the management of major programs, and supervision.
Experience in the areas of budgeting, accounting, financial reporting, payroll, compliance, automated financial systems, process improvement and project management.
