The Virginia Department of Transportation (VDOT) Hampton Roads District, Franklin Residency has an exciting opportunity to fill multiple positions as a Transportation Operator II located at the following Area Headquarters (AHQ).

As a Transportation Operator II you will set up work zones, cut brush, clean ditches and pipes, repair roadways, plow snow, and perform preventive maintenance and on equipment and power tools. They perform emergency roadway operations as an essential employee during snow/severe weather and other emergency events. Must be willing to work outside of normal work hours during emergency conditions.

Core responsibilities include:
Determine and demonstrate proper work site protection techniques. Identify workplace safety hazards and make suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA and VOSHA, etc.). Use equipment properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices.

Participate as a working member of the crew to complete projects and accomplish objectives. Perform manual labor and other maintenance tasks to complete assigned work. Use a variety of hand and power tools to completed assigned tasks.

Install, maintain and remove traffic control devices for work zones, detours, lane closures, etc., in assigned areas using the MUTCD. Assist in tracking inventory and maintaining records.

Operate and maintain light, medium and heavy-duty highway equipment and vehicles to perform maintenance and construction related work tasks.

Perform maintenance repair, replacement and preventive maintenance. Complete pre-trip inspections for any vehicle or equipment operated.

Prepare and operate equipment for snow and ice removal or other types of emergency operations. Clear roadways of snow, ice and debris, and clean up after accidents. Provide traffic control.

Required skills for job & position:
• Ability to maintain inventory records and complete simple paperwork.
• Ability to perform heavy manual labor.
• Knowledge of federal and state regulations regarding traffic control devices.
• Skill in the operation and maintenance of hand and power tools.
• Ability to follow oral and written instructions, read and interpret work plans and specifications, and complete accurate work documentation.
• Ability to read and follow oral and written instructions.
• Skill in the operation and maintenance of light, medium, and heavy-duty equipment used for highway maintenance and repair.
• Ability to read and interpret plans and sketches.
• Knowledge and application of work zone safety, traffic controls and flagging operations to include the Manual of Uniform Traffic Control Devices (MUTCD).
• Ability to work on a team to complete work assignments.
• Working knowledge of work zone traffic control standards and techniques.
• Ability to obtain valid CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.
• Ability to communicate effectively orally and in writing.
• Knowledge of highway maintenance equipment, materials, methods, and procedures.

• Commercial Driver' License (CDL)
• Basic Tree Cutting & Chainsaw Operator
• Basic Work Zone Traffic Control Safety Training
• CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course

Minimum Qualifications


• Ability to perform heavy manual labor.

• Safety shoes required.
• Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.
• Ability to read and follow oral and written instructions.
• Skill in the operation and maintenance of light, medium, and heavy-duty equipment used for highway maintenance and repair.
• Ability to communicate effectively orally and in writing.
• Knowledge of highway maintenance equipment, materials, methods, and procedures.
• Must comply with DOT and VDOT policies and standards when operating CDL equipment.
• Ability to work inclement weather, accidents, and emergency/disaster response, etc. during/after normal work hours including nights, weekends, and holidays.


Additional Considerations


• Experience in emergency operations to include snow removal, storms and accident clean-up.
• Experience performing preventive maintenance and minor equipment repairs.
• A combination of training, experience, or education in Maintenance, Vehicle Operations or related field desired.
• Experience in roadway maintenance and construction.
• Valid Commercial Driver's License with appropriate endorsements.

If selected as a finalist, you will undergo:
References and verification of work history, DMV Records Check, pre-employment physical and drug screen, fingerprint-based criminal history records check. This position also requires approved safety shoes as a reimbursable expense. Applicants selected for interview will be required to perform a skills demonstration during interview process.

All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL from a Class B to a Class A, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.

Position is designated as essential and, as such, will be required to work outside normal hours, weekends, and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. Travel may be required.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
