VDOT Richmond District, Traffic Operations Management Team is excited to announce they are seeking an experienced self-starter to plan, execute and continually review incident and emergency management operations. Selected candidate will lead and direct Area and Regional Incident Management Committees. You will coordinate and cooperate with emergency service and incident management organizations at local, regional, state and multi state levels. Position will prepare incident and emergency response plans and conduct necessary training and be responsible for traffic management planning for emergency operations and special events. Individual will coordinate closely with and assist the TOC Operations Manager in overseeing the 24, 7 TOC operations during emergency situations and will prepare and submit reports for incident management activities. Position may assume leadership role as requested by VDOT On-Scene Commander or VDOT Duty Officer to implement response plans, mobilize incident teams, coordinate state and local policy, fire, rescue and public information officers. Serve as VDOT On-Scene Commander for high profile emergencies and assist Duty Officers as needed to include coaching on incident management practices, providing contact information, gathering information, interagency coordination, etc. Position is deemed essential and is expected to report and assist during major emergencies.

Minimum Qualifications


• Experience reflecting knowledge of public safety operations, emergency response and coordination relating to highway incidents.
• Experience reflecting the ability to apply National Incident Management principles and practices to a variety of events.
• Experience reflecting the ability to plan and schedule 24-hour public service operations.
• Experience working independently, cooperatively with others, building consensus and promoting open communications.
• Ability to communicate effectively orally in writing.
• Ability to effectively problem solve and apply critical thinking to traffic operations incidents.
• Ability to work, make sound decisions during emergency situations and, or for time sensitive situations.
• Ability to report to incident scenes with exposure to live traffic conditions i.e., noise, fumes, dust, gases, chemicals etc. and encounter unexpected safety hazards.
• Ability to walk or stand on uneven terrain or surfaces to review incident and, or accident scenes.
• Valid driver's license.


Additional Considerations


• Experience in real time emergency operations, incident management, traffic management and public safety agency coordination and communications.
• Experience in incident, emergency and special event operations.
• Experience in leading 24-hour emergency operations.
• Experience and training in safety and work zone management.
• Knowledge of federal and state regulations and procedures related to incident management.
• Knowledge and experience in transportation operations.
• Knowledge of public safety operations, emergency response and coordination relating to highway incidents.
• Training in transportation incident and special events.
• A combination of training, experience, or education in Incident Management, Emergency Management, Transportation Management or related field desired.


Special Instructions


Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based background check, references, work history and DMV records will be verified prior to employment. Applicants must be eligible to work in the United States. Position requires ability to walk or stand on uneven terrain or surfaces to review incident and, or accident scenes; and ability to report to incident scenes with exposure to live traffic conditions i.e., noise, fumes, dust, gases, chemicals etc. and encounter unexpected safety hazards.
