Join us as an Intelligent Transportation Systems (ITS) Specialist in the Bristol District Traffic Operations Division, where you will be a vital part of our team, ensuring that ITS assets are functioning optimally through effective analysis, solution development, and proactive maintenance strategies.
In this role, you will:
Oversee the Intelligent Transportation System (ITS) assets and program activities, ensuring proper prioritization and execution of asset maintenance in alignment with established standards and performance criteria. This includes traffic signal systems, expanding into an evolving Operations Technology program.
Define and develop project scopes of work and technical requirements.
Evaluate requirements for integrating and interfacing projects with existing systems, technologies, and field assets.
Lead the assessment and direction of life cycle replacements and upgrades, including exploring new and emerging technologies and applications.
Manage projects from inception through to completion, ensuring effective coordination and execution.
Supervise and monitor field maintenance activities associated with Statewide and Regional Traffic Operations Centers (TOC), Operations Technology, and ITS contracts, with a focus on contractor performance.
Resolve utility conflicts, clarify maintenance responsibilities between ITS assets, traffic signals, lighting, utilities, etc., and manage claims and coordination with VDOT staff on ITS-related projects.
Provide guidance and recommendations for proactive arterial and freeway network operations, ITS deployments, and field coordination for project activities, special events, and lane closures.
Assess evacuation, detour, and diversion routes, developing strategies for use during major traffic incidents or unplanned events.
Prepare comprehensive technical reports and present findings to stakeholders.

Minimum Qualifications
• Working knowledge of federal and state regulations, design standards, specifications, analytical methods, principles, and practices related to transportation engineering and operations.
• Knowledge of Intelligent Transportation Systems.
• Knowledge of systems engineering processes and systems analysis; electrical, electronic systems maintenance, design, and troubleshooting; and network configurations and IP based communication and equipment.
• Knowledge of project and program development process from inception to conclusion.
• Skill in organization, analysis, problem-solving, critical thinking and decision-making during emergencies or time-sensitive situations.
• Skill in project and time management.
• Skill in the use of computers and software applications.
• Ability to facilitate, negotiate, compromise, and obtain agreements from a diverse group of project participants.
• Ability to develop technical documents (i.e., contracts, specifications, reports, assessments, and life cycle and cost analyses).
• Ability to interpret and apply department policies and procedures, federal and state procurement laws.
• Ability to communicate effectively orally and in writing to technical and non-technical audiences.
• Valid driver’s license required.
Additional Considerations
• Degree in Management Information Systems, Information Technology, Electrical Engineering, Systems Engineering, or Civil Engineering desirable.
• Advanced knowledge of systems and communication technologies associated with transportation systems and 24-7 system operations and maintenance.
• Skilled in design, installation, and maintenance of fiber optic communication systems.
• Contract monitoring experience with the ability to compile and develop financial components of budgets into contracts.

Position is essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public.
