Job Duties


The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as an IT Program Manager in our Information Technology Division. This position is located in Richmond, VA. In this position, you will establish and promote the agency’s daily and long-term management of the IT Governance and Compliance processes.

Position specific responsibilities and duties will include, but not limited to:



  • Leads various Governance and compliance related initiatives, including developing conceptual ideas into actionable implementation plans, monitoring, analyzing and executing the grogram within Enterprise Architecture.



  • Manages the administration and maintenance of policies and procedures for effective compliance management for all applicable IT related rules and regulations. Acts as a subject matter expert for IT Compliance items.



  • Creates and monitors systems and management processes for effective compliance reporting and remediation. Manage and coordinate agency response to audit inquires to include oversight of remediation activities to ensure ongoing regulatory processes are followed.

Minimum Qualifications



  • Skill in managing IT functions including IT Governance and Compliance, Enterprise & Business Architecture, IT Service Management, Asset Management, Infrastructure and Ops, Application Development, PPM & Projects, or Data and BI Management.


  • Skill in financial management.


  • Knowledge and skill with technologies and functions appropriate to leading an IT program area.


  • Skill in people and resource management.


  • Skill in leading IT professionals in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.



Additional Considerations



  • Experience in IT program or project management with a focus in governance concepts, compliance and IT security principles.


  • Ability to effectively communicate technical information, IT strategy and governance policies to non-technical audiences. Confident in reporting to senior management level.


  • Strong leadership engagement, communications and negotiation skills to guide, influence and convince others on IT governance and compliance.


  • Ability to use agile approach and methodology to drive enterprise governance processes and apply federated governance principles to enhance business relationships.


  • Experience owning program strategy, end-to-end delivery, and communicating results to senior leadership.


  • Experience in management consulting with a focus on operational transformation, IT strategy/development, and enterprise reporting.


  • Ability to balance time and effort across multiple projects while supporting emergent needs with strong organizational and detail-oriented skills.


  • Experience in the roll-out and adoption of governance tools.


  • Experience leading and supervising staff in the identification, documentation, and design of enterprise solutions.


  • Experience overseeing a program with parallel workstreams with a focus on quality reviews of deliverables, scheduling prioritized objectives, assessing solutions.


  • Strong user in Microsoft suite of applications - Teams, Excel, PowerPoint, Project.


  • PMI Project Manager Certification as applicable.


  • Experience leading IT professionals.


  • A combination of training, experience or education in Computer Science, Information Systems, Engineering or related field is desired.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
