Job Duties


The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Senior IT Solutions Architect in our Information Technology Division. VDOT ITD is looking for an experienced IT professional to facilitate and support transformation activities as part of the Information Technology Transformation Architecture Program. This position is located in Richmond, Virginia.



In this role, the experienced IT Transformation Architect will use established organizational change models and methodologies to promote and facilitate enterprise level change management activities as part of VDOT ITD. It is an exciting time to join VDOT IT and we are looking for an individual to help grow and foster that excitement using well developed ingenuity and relationship building skills.


This position’s specific responsibilities and duties will include, but are not limited to:



  • Conduct visioning sessions with senior leaders to create consensus around a common path forward.

  • Identify and present options for solving complex business problems that require ingenuity and flexibility.

  • Support the creation of strategic plans and documentation aimed at senior level audiences.

  • Navigate organizational dynamics between multiple / different stakeholders with a strong ability to devise strategies for accomplishing goals under complex circumstances and dynamics.

  • Facilitate development of end-to-end IT transformation efforts across multiple capabilities to include affected people, purpose, and processes.

  • Coordinate, facilitate, and document assessment activities and findings to inform credible transformation metrics and next steps.

  • Comply with VDOT and IT policies, standards, and guidelines.

  • Ensure all projects are in compliance with VDOT and COV policies, procedures, and guidelines.

  • Serve as lead developer in application development projects.

  • Coordinate the work of lower-level developers.

  • Provide advice and technical assistance to associates regarding technical deliverable development and review.

  • Develop time estimates for Systems Information Requests (SIRs) completion and implementation.

  • Promote innovation and teamwork and participate in ITD strategic planning sessions.

  • Provide status reports on project plans, timelines, schedules, and progress updates.

  • Participate in strategic planning for systems. Prepare documentation. Develop and update user manuals. Prepare materials and conduct user training.

  • Serve as Project Lead for initiatives and projects related to assigned technology area.

  • Coordinate work of team members, and provide guidance, advice, and technical assistance.

  • Serve as the functional and technical lead designer for new systems and enhancements and maintenance of existing systems. Develop technical deliverables. Serve as a technical expert on interfaces and batch processes.

  • Develop, enhance, and maintain any and all assigned interface programs. Analyze, design, maintain, enhance, and implement changes to financial application systems. Identify, troubleshoot, and resolve application systems problems.

  • Develop policies, guidelines and standard operating procedures related to assigned technology program area. Document best practices, and review and update policies and guidelines as changes occur.

  • Develop documentation required by the scope of the development effort (Small Scope, Non-Major, Major) based on VITA requirements. Update and modify system documentation.

  • Provide documentation and assistance to other technical areas such as Production Control, Security, Training and Systems Engineering. Report on project status to include schedules, progress and problems encountered.

  • Collaborate with other section team members on projects and programs and participate on project teams. Share knowledge with other team members and encourage their participation.

  • Support development and maintenance of projects; maintain and resolve issues for existing projects and systems. Develop and support new projects. Serve as a senior technical resource.

  • Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.



Minimum Qualifications



  • Skill in the use of computers and software and network applications.


  • Skill in short- and long-range planning.


  • Ability to analyze, design, develop, maintain, and enhance complex computer systems.


  • Ability to develop, sell, and implement strategic and tactical initiatives to support the business of VDOT.


  • Experience using programming languages, databases, and system utilities and packages.


  • Ability to communicate effectively orally and in writing to internal and external customers.


  • Knowledge of Information Technology concepts and trends, application development, associated trends and systems development methodology.


  • Knowledge of project management and product development.


  • Experience supervising staff, programs and budgets.


Additional Considerations



  • 7+ years of experience working with executive and senior level audiences.


  • Knowledge of and experience in Enterprise and/or Transformation Architecture best practices.


  • A strong ability to compile and share data and other complex information for story-telling to various audiences.


  • Experience supporting and leading the creation of organization specific frameworks and methodologies based on industry standards such as COBIT, ITIL, TOGAF, and industry resources such as Gartner.


  • Distinctive written and oral communication skills, stakeholder management, and change management skills.


  • VITA Certified Project Manager.


  • A combination of training, experience or education in computer science, information technology or related field.

Assignments are updated annually. Not all designated employees are provided with an emergency operations assignment.
