Job Duties


The position you are applying for is an Hourly/Wage position. Hourly (wage) employees may not work more than an average of 29 hours a week and cannot exceed 1500 hours the wage employment year (5/1 - 4/30). This position does not include health insurance, retirement, or paid leave benefits.

The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Learning Program Coordinator in our Human Resources Division. The primary functions of this position are to assist with the administration and records of participants in a variety of pipeline programs and assist with creating and revising leadership development programs for both new and existing people managers. Also, this position will assist with leading needs assessments to determine action plans for closing capability gaps and assess training effectiveness in terms of employee accomplishment and performance.

This position is located in Richmond, Virginia. Position-specific responsibilities and duties will include, but not limited to:

Learning Program Development
Participate in developing and implementing new learning initiatives to address the needs of a changing workforce. Apply instructional design principles and adult learning practices to ensure programs are developed to enhance employee skill levels. Provide program support by drafting program guides and learning resource documents. Assist in reviewing and modifying existing course content as needed to meet changing business needs.

Learning Program Administration
Assist in administering and delivering training programs, instructional programs, and new learning initiatives by a variety of methods. Market programs to various audiences internal and external to VDOT. Maintain knowledge of course offerings, and provide counseling to employees on the menu of courses available for their designated career path.

Special Projects, Teams or Committees
Perform work on special projects as assigned to support agency initiatives. May serve as a member of a project team. Actively participates by networking, sharing information and completing assignments to meet project team goals.

Learning Program Support
Provide logistical support for facility management by scheduling courses, setting up rooms, handling registrations, entering rosters, monitoring attendance and assisting with audio-visual and technical needs. Respond to customer inquiries regarding course details and ensure participants have access to transcripts and records.

Minimum Qualifications



  • Knowledge of instructional design principles and adult learning practices.


  • Skill in delivering training and development programs to diverse audiences in varying formats.


  • Knowledge of organizational development practices.


  • Ability to communicate effectively with diverse audiences internal and external to VDOT.


  • Ability to travel to conduct training sessions or attend meetings.


  • Ability to prioritize and organize work, and meet deadlines.


  • Skill in the use of computers and web-based systems.


  • Ability to provide customer service and resolve problems.


 


Additional Considerations



  • Skill in developing curriculum and learning program content.

  • Prior experience developing and delivering a variety of training and learning programs.

  • A combination of training, experience or education in Organizational Development, Public Administration, Business Administration or related field desired.

  • Skill in technical writing.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
