Job Duties


The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Licensed Facilities Specialist in our Capital Outlay and Facility Management Division. This role will utilize your tradesman knowledge to manage the logistics of internal Work Orders and provide technical insight related to building repairs and maintenance. Additional responsibilities include the oversight and sign-off of sub-contracted work, performing building repairs as necessary, ensuring customer satisfaction, and managing Warehouse inventory. This position is located in Richmond, Virginia.



This position’s specific responsibilities and duties will include, but are not limited to:



  • Perform unscheduled or emergency repairs to facilities structures and equipment


  • Complete work orders and other assigned tasks related to construction, maintenance, repair and renovations of facilities structures and equipment, ensuring work complies with plans and specifications, shop drawings, industry standards and applicable codes and regulations.


  • Maintain supplies and tool inventory.


  • Ensure customer satisfaction of every work order assigned with follow up actions.


  • Create, contact, coordinate and manage appropriate sub-contractor work orders.


  • Obtain required permits through VDOT's annual building permit procedure and issue work orders to appropriate contract or staff.


  • Administer and oversee work performed by facilities contractors to ensure contractual requirements are met, e.g. work complies with plans and specifications, shop drawings, industry standards and applicable codes and regulations.


  • Inspect and document existing conditions of buildings and equipment to determine the nature and extent of physical plant repairs needed. Perform preventive maintenance and make recommendations for future requirements and estimates for budgets.


  • Prepare necessary paperwork to document in-house and contractor work, to include photo documentation. Prepare project listings, scopes of work, and estimates for work to be performed. Submit required paperwork to process payments, invoices and bills.

  • Maintain project files, records and drawings of facilities and equipment.


  • Sign off on Tradesman related contractor work, sometimes associated with building permits.


  • Provide insight toward logistical improvements, inventory management improvements, and energy saving solutions.


  • Assist with the Surplus Program for the Agency.


  • Ensure a safe working environment of all office space and back of house areas, specifically Building Egress and Fire Code compliance.

Minimum Qualifications



  • Possession of DPOR license in the trades of HVAC, Electrical, and/or Plumbing.


  • Skill in the use of a variety of hand, power tools and diagnostic equipment used in building trades.


  • Considerable knowledge of building trades and construction e.g. electrical, plumbing, HVAC, carpentry, masonry, roofing, etc.


  • Ability to handle multiple tasks concurrently, prioritizing and completing them in a potentially stressful environment.


  • Ability to obtain Soils and Erosion Inspector certification.


  • Ability to estimate quantities and costs, prepare daily documentation and reports related to project activities.


  • Skill in the use of computers, software applications, data management, mobile devices and digital cameras.


  • Ability to perform physically demanding labor in extreme heat and cold, lift up to 50 lbs., climb ladders, and work on uneven ground.


  • Ability to read and interpret engineering drawings, specifications, blueprints, building and fire codes.


  • Ability to manage projects and administer contracts related to facilities operations.


  • Ability to communicate effectively orally and in writing.


Additional Considerations



  • A combination of training, experience or education in HVAC (including building automation), Plumbing, Electrical, or other related field desired.


  • Experience in building construction as project inspector, superintendent or project manager.


  • Experience with outsourcing approach to facilities management.


  • Master level DPOR trades certifications in HVAC


  • DHCD license in building, plumbing, HVAC, or electrical inspection.


  • Experience with Commercial Building Maintenance, specifically in a public sector environment.


  • Experience in application, management, and processing of permitted work


  • Experience with work order prioritization and efficient logistics to complete multiple tasks across multiple facilities.


  • Experience with assembling and disassembling of modular furniture systems.


  • Experience in managing an inventory of various items related to Facilities.


  • Experience in managing Building Automation Software.


  • Experience with Facility Maintenance Management Systems.


  • Facilities Management Professional Certification.


  • OSHA 30 General Industry or Construction certification.


  • EPA Certificate “Technician Type Universal”

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
