Job Duties


Provide oversight of project performance targets for development of locally administered projects, and work with local governments and VDOT staff to ensure projects proceed in a manner that supports VDOT’s on-time and on budget requirements. Provide technical guidance and engineering expertise to the Local Assistance team on plan reviews, and recommend transportation solutions. Assist local government agencies to understand project development requirements and necessary submittals outlined in the Locally Administered Projects Manual. Review project submittals from local government agencies, and provide comments to address when required. Coordinate plan reviews with various VDOT divisions, and compile review comments to send to localities. Deliver responses and services in a timely manner. Coordinate multiple projects, and adjust priorities as needed. Coordinate the development of locally administered projects (including Transportation Alternatives, Revenue Sharing, Smart Scale, HSIP, etc.) for a designated portion of the district. Determine cause of schedule delays or problems, and recommend solutions and implementation schedule. Report overall project progress to the Project Sponsor, VDOT’s Executive Management, and other key project stakeholders. Ensure schedules and estimates are current in the PWA and PCES systems. Manage time and adjust priorities of tasks when needed. Provide review of funding applications, and participate in statewide-level policy and program management discussions with other VDOT staff involved with Locally Administered projects. Work with localities and VDOT staff to ensure projects proceed in a timely manner. Respond to technical project inquiries from the public, local government agencies, stakeholders, and other special interest groups affected by project development. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated. Provide technical and engineering expertise on plan reviews and recommend transportation solutions.


Minimum Qualifications


• Experience in transportation project management, transportation project engineering, and transportation project development and delivery processes.
• Familiarity with policies and practices related to local administration of transportation project development and delivery.
• Experience in civil engineering principles related to roadway design, standard design technical knowledge, and VDOT, AASHTO, and ADA design standards and practices.
• Knowledge of principles of roadway safety that impact roadway standards and special designs.
• Knowledge of construction and maintenance contract policies and procedures.
• Skill in managing projects to include problem identification and resolution.
• Skill in the use of computers and software applications to include engineering and program management software.
• Knowledge of transportation engineering standards, principles and procedures.
• Ability to communicate effectively orally and in writing with diverse groups.
• Good listening skills with the ability to interact effectively with people and establish good working relationships among internal and external stakeholders.
• Good organizational skills handling a large number of projects.
• Ability to work in a fast paced environment.
• Valid Driver’s License, Valid Professional Engineer’s (PE) License required.


Additional Considerations


• Experience in transportation project design and delivery.
• Experience working with local governments on transportation funding or programs.
• Experience preparing project & construction quantities/estimates and developing schedules.
• Project Management Professional (PMP) certification.

This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include, but are not limited to, inclement weather, disaster response and emergency operations.

Performance of these duties may require work outside of normal business hours including nights, weekends and holidays. VDOT will determine when essential positions are required to report.

Valid Driver’s License and ability to travel independently among assigned work locations is required.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT is an emergency response agency and this position is key to fulfilling this agency requirement, and this position will be called upon to work outside of normal work hours during emergency operations such as inclement weather, flooding, and/or traffic incidents.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
