Job Duties


The Hampton Roads District is seeking to fill a Supervisor Maintenance position for the Temperanceville Area Headquarters to perform a wide variety of simple to complex roadway maintenance and repair operations safely and efficiently. This position serves as a lead worker on a work crew, provides technical guidance to crew members performing maintenance activities and equipment operation while promoting safety at all times, oversees daily work tasks, helps increase skill sets and proficiencies of crew members, efficiently uses materials and manpower, and assists the Area Headquarters Maintenance Superintendent with other duties as needed to meet business goals. Additionally, this position provides oversight for contract crews as needed. This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations.

Communication

Effectively communicate with citizens, public officials, state employees and business people demonstrating sensitivity for their opinions and suggestions. Respond with accurate and complete information to inquiries and requests. Communicate effectively, courteously, and professionally with customers. Provide customers with Information related to the status of their work requests as required. May require travel and work outside of the traditional district boundaries which may cause a temporary change to the work schedule.

Vehicle and Equipment Operations and Preventive Maintenance

Demonstrate considerable skill in the operation and maintenance of vehicles and equipment (light, medium and heavy duty) to perform roadway maintenance and construction activities. Apply specialized knowledge of equipment operation and maintenance techniques. Perform maintenance repair, replacement and preventive maintenance. Complete pre-trips inspections for vehicles and equipment operated.

Records Preparation and Management

Prepare and maintain program and project documentation. Assist in the preparation of budget reports, data and records. Assist in forecasting additional funds needed for staffing, equipment, materials and supplies. Monitor expenditures and recommend adjustments as needed.

Emergency Operations

Supervise emergency operations to ensure the safe operation of roadways. Support emergency operations including storm damage repairs, clearing roadways of snow, ice and debris, accident clean-up, and providing traffic control during and after normal working hours.

Safety

Identify proper work site protection techniques. Ensure workplace safety by identifying hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA and VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain a clean, orderly, and safe work environment. Follow VDOT Safety Regulations and Practices.

Provide Leadership in Traffic Control Devices

Work with supervisors and managers at assigned locations to plan, schedule, supervise and perform the placement, maintenance and removal of traffic control devices for work zones, detours, lane closures, etc., according to the MUTCD. Receive and respond to work orders. Order and track inventory and maintain records.

Leadership

Assist the Area Superintendent in planning for the maintenance program, special projects, and personnel needs. Investigate and recommend solutions to operations and maintenance complaints. Estimate repair, construction and materials costs. Assist in ordering, storing and utilizing AHQ materials. Assist and advise crew on difficult and unusual problems when necessary.

Supervision

Schedule and direct the activities of personnel and equipment in a safe and efficient manner to accomplish planned and assigned work within established timeframes. Assign daily work and monitor work performed; provide onsite direction and guidance; complete daily work reports including time, equipment and materials. Participate in staff development activities to include on-the-job training, identify additional training needs, and provide input to staff performance evaluations. Work with others to provide new ideas and improvements. Perform an IMS analysis related to ordering road stock to determine the best quantity to order.


Minimum Qualifications


• Valid driver's license.

• Skilled in the use of computers and software applications.

• Ability to perform manual labor.

• Ability to direct, evaluate and train others.

• Safety shoes required.

• Skilled in operating and maintaining light to heavy trucks and equipment.

• Considerable knowledge of roadway maintenance and construction practices and procedures.

• Ability to obtain valid CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.

• Knowledge of inventory practices and procedures.


Additional Considerations


• DCR Erosion and Sediment Control certification.

• Experience supervising others and evaluating performance.

• Experience planning schedules and assigning manpower.

• Ability to gather data, conduct research and create reports.

• Experience overseeing emergency operations activities including snow removal, storm damage, and accident clean-up.

• Inventory management experience.
