The role is a blend of process improvement, process mapping, reverse engineering, researching new technologies, requirement gathering, change management, and using and teaching Power Apps and Power Automate. The Sr. Management Analyst Supervisor works in the Business Integrated Solutions Division within VDOT’s Central Office located in Richmond, VA. This is a working supervisor role and will require the candidate to be familiar with and have experience in supervising employees in addition to performing the job duties of the Sr. Management Analyst. This position is responsible for eliciting and documenting requirements for very large and complex systems within VDOT. Candidates applying for this position should have extensive experience in translating the needs of the business into system requirements that can be used by system architects and developers to estimate the cost of and to purchase or build solutions that satisfy those requirements. This position is also responsible for training VDOT employees in how to use Microsoft’s business enablement Power Suite of tools for creating apps and developing workflows. Qualified candidates will have extensive knowledge of these tools and will have experience in teaching others how to use them. Another area of responsibility is process analysis and improvement. Strong candidates should have experience in mapping and analyzing processes along with using Six Sigma tools to determine root causes of problems and to improve processes. Finally, this role works to ensure successful organizational change in the Agency.

Requirements:



  • Proven skills in oral and written communications and development of complex and sensitive reports and presentation materials.


  • Demonstrated ability to deal effectively with ambiguity and to gather critical facts of a situation.


  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.


  • Experience interpreting laws, policies and procedures.


  • Demonstrated ability to establish financial and budgetary plans and manage accordingly.


  • Experience conducting program research and analysis.


  • Demonstrated competencies in team dynamics by leading, delegating, motivating, and obtaining desired results.


  • Knowledge of supervisory practices and principles, to include hiring, discipline, performance management and employee development.


  • In-depth knowledge of state government organizations, functions, and transportation systems, operations, and procedures.


  • Proven ability to lead teams having diverse backgrounds to successful results.


  • Technical knowledge of transportation related networks and related systems.


  • Experience developing, interpreting and researching policy.


  • Demonstrated abilities to conduct program evaluations in order to critically assess complex business processes.


  • Skill in the use of computers and web-based applications.



Minimum Qualifications



  • Experience developing research methodologies, communicating research results and developing recommendations.


  • Experience conducting a variety of advanced analyses and management studies.


  • Ability to communicate effectively orally and in writing with customers.


  • Skill in the use of computers and software applications including business information systems.


  • Comprehensive knowledge of quantitative analyses using methods, techniques that reflect industrial engineering, operations research, economics, or statistical analytical practices.


  • Ability to gather, analyze data and prepare reports.


  • Knowledge of project management, productivity analysis, performance measurement, strategic planning, policy development, analysis, and public administration.


  • Experience overseeing the development of organizational-wide position papers, draft policies, regulations, and legislation.



Additional Considerations



  • Experience conducting a variety of advanced analyses and management studies.


  • A combination of training, experience, or education in Industrial Engineering, Operations Research, Economics, Statistics, Public Administration or related field desired.


  • Progressively responsible experience with business information systems.


  • Experience in business planning, management, and policy making.


  • Experience developing research methodologies, communicating research results, developing recommendations and overseeing the development of agency-wide documentation.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
