OVERVIEW

The Mechanic positions primarily serve the Highway, Parks and Recreation, and Transfer Station work areas of the Public Works Department, but also maintain the fleet for other Town Departments (Assessing, Fire, Police, etc.).  

These positions are also eligible for additional pay to perform the duties of the Safety Coordinator and Assistant Safety Coordinator roles as outlined herein. 

This position is subject to the random drug and alcohol testing program implemented by the Town.  Employees are expected to abide by all safety policies, procedures and programs; and to perform work at the direction of their immediate supervisor. 

RESPONSIBLE TO:

The Mechanic position is directly responsible to the Highway Foreman > Highway Superintendent > Public Works Director.

GENERAL RESPONSIBILITY:

The primary responsibility of the Mechanic is to maintain and repair all Public Works Department equipment.

SPECIFIC JOB RESPONSIBILITIES: 

The following duties are customarily required:

• To follow the operation and maintenance procedures, and standard operating procedures (SOPs) set forth by the Highway Foreman, Highway Superintendent and/or Public Works Director.
• Schedule, maintain and repair all departmental equipment; establish priorities in cooperation with the Highway Foreperson.
• Maintain appropriate records, manual and history of all equipment.  Utilize logs and computer software purchased for this purpose.
• Maintain appropriate inventory of spare parts, tools, and materials insuring compliance with the Town’s fiscal and purchasing policies.
• Maintain cleanliness and good housekeeping in the repair bays and tool room.
• Insure a repair order is completed on the appropriate forms for each repair and/or maintenance activity and deliver the completed forms to the Public Works Office Manager in a timely manner.
• Maintain all safety equipment in good operating condition within assigned spaces.
• Keep Highway Foreman and Superintendent advised of all major activities, problems, solutions, recommendations, etc.
• Schedule and perform all required inspections.
• Instruct drivers in required daily, weekly and monthly vehicle inspections and equipment and tool safety.
• Assist with plowing snow and all snow removal activities.
• Perform custodial duties as required.
• Perform all other duties as directed by the Highway Foreman.

KNOWLEDGE, SKILLS AND ABILITIES:

1. Mechanical ability and training to maintain and repair heavy construction equipment, including diesel- and gasoline-powered, and be proficient in the diagnosis and repair of hydraulics, mechanical, and electrical systems.
2. Demonstrate proficiency in fabrications, cutting and welding of a variety of metal structures including common arc welding (CAW), design build (DB), pressure gas welding (PGW), oxygen arc cutting (AOC) and advanced concept construction (ACC).  
3. Work efficiently and complete tasks within the time allotted.
4. Ability to implement tasks with limited instruction and limited oversight.
5. Demonstrated problem solving ability and ability to work well under pressure.
6. Be familiar with and adhere to all safety practices.
7. Ability to use tools and instruments as required.
8. Ability to communicate and maintain harmonious relations with other employees, vendors, buyers, and the public.

TOOLS AND EQUIPMENT USED:

Motorized vehicles and equipment, including dump truck, pick-up truck and all manner of public works vehicles and equipment. 

Vehicle and equipment diagnostic and repair tools.

Welding gases and tools.

SAFETY COORDINATOR AND ASSISTANT SAFETY COORDINATOR ROLES

SAFETY CULTURE

In order to foster a “safety culture” within the Public Works Department where all employees are aware and safety conscious, two new roles are being offered to Highway and Transfer Station employees.   The goal is to develop safety-oriented mindset, skills and knowledge amongst all employees within the public works department and as such, all employees will have the opportunity to perform the Safety Coordinator and Assistant Safety Coordinator Roles.

The Safety Coordinator is responsible to the Highway Superintendent and Public Works Director.  The Assistant Safety Coordinator is responsible to the Highway Superintendent and Public Works Director.

SAFETY COORDINATOR AND ASSISTANT SAFETY COORDINATOR ROLES

• Mechanics are eligible for the Safety Coordinator and the Assistant Safety Coordinator roles.
• The Safety Coordinator (SC) and Assistant Safety Coordinator (ASC) are assigned by the Public Works Director for a term not less than 6 months and not more than 1 year.
• This SC role is responsible to develop, enhance and maintain compliance with Maine Department of Labor (DOL) safety rules and regulations, and Occupational Health and Safety Standards (OSHA).  The SC is responsible for the entire safety program, including but not limited to establishing safety procedures, developing Job Safety Analysis (JSA) and Task Hazard Analysis (TSA) for elements of the work, holding safety talks, maintaining program logs, scheduling internal and external training, and coordinating program elements with other designated SCs and ASCs within public works.
• The ASC will work together and at the direction of the SC to implement the duties outlined above in a collaborative manner to maintain or enhance the established safety program.
• The SC and ASC will participate in a quarterly public works safety meeting.
• The employee filling the SC role will train the ASC to take over the SC role of the safety program at the completion of their assigned term.

LICENSES AND QUALIFICATIONS

• High school graduate
• Fixed and moving machinery operation experience.
• Five years’ experience in the repair and maintenance of heavy construction equipment.
• (Appropriate training certification may be substituted for up to two years’ experience).
• Be ASE certified mechanic or ability to obtain certification within six months of hire.
• Be certified to perform State of Maine vehicle inspections for the various classes of Town-owned vehicles.
• Have a valid State of Maine Class A Commercial Driver’s License (CDL) – Operator’s License, or ability to obtain one within 6 months of hire.
• Satisfactory completion of background examination, physical examination and drug testing.
• Physical ability to lift 70 lbs.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

During snow operations, the employee is required to handle long work hours with limited time off.

While performing the duties of this position, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration.  The employee occasionally is exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

The noise level in the work environment is often loud.
