Job Duties


The Virginia Department of Transportation Right of Way (ROW) Division is seeking to fill a Senior Right of Way Agent position to clear right of way to allow highway construction projects to begin on schedule by first assessing the situation, then applying technical knowledge and interpreting laws and regulations.



Core responsibilities include:

Negotiation – Perform Basic Acquisition Reports and simple to complex negotiations. Strive to resolve objections to obtain voluntary conveyances. Monitor acquisition progress to meet Right of Way End Dates and advertisement schedules.



Relocation – Ensure consistent, equitable and high quality relocation services in compliance with State/Federal regulations and the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1972 as amended, providing replacement housing payments, moving cost payments and other cost reimbursements for individuals, families, businesses, farms and non-profit organizations being displaced by a highway improvement project.



RUMS Entries – Ensure data is entered in the system for each discipline according to standards outlined in the Right of Way Manual and as requested by management.



Administrative Duties – Comply with all administrative requirements and policies as established by VDOT, Right of Way Division, or Regional Right of Way policies and procedures. Complete and submit car mileage report and Cardinal time entry as required.



Additional Duties include:
• In accordance with the Code of Virginia, providing technical direction and assistance to staff and Right of Way consultants as related to negotiations and relocation functions of a project.
• Support administration/ management of functions and activities of the ROW program on multiple design bid build project in the State.
• Facilitate the acquisition of parcels and relocation of displacees needed for a project within established guidelines.
• Participate in the planning and development and monitoring of admin and programmatic budgets for ROW acquisitions.
• Reviews and makes recommendation for approval of Administrative Settlements in the range of the State Right of Way Manager.
• Establish and maintain effective working relationship with strategic business partners.
• Ensure all stakeholders are informed of ROW Program requirements, project issues, and applicable deadlines.


Minimum Qualifications


The ideal candidate will :
• Possess knowledge of administrative, managerial and leadership principles and practices.
• Knowledge of real estate principles and practices, as well as state and federal laws related to land and property acquisition.
• Knowledge and experience of eminent domain policies and procedures.
• Knowledge of engineering as it relates to highway construction to include coordination of preliminary engineering activities and development of estimates.
• Knowledge of project development and public involvement processes.
• Knowledge, skill and ability in management and acquisition of improvements and real property.
• Skill in the use of computers and software applications to include MS Office products and computer-aided design software.
• Ability to analyze data, provide leadership, and negotiate or mediate successful outcomes.
• Ability to interact and communicate effectively orally and in writing with internal and external customers.
• Valid driver’s license required.


Additional Considerations


• Knowledge of Road and Bridge Standards.
• Knowledge of consultant management and procurement.
• A combination of training, experience, or education in Business Administration, Real Estate or related field desired.
• Considerable experience in Right of Way and Utilities.
• Considerable knowledge and experience with right of way acquisitions.
• Considerable knowledge and experience with highway plan reading.
