Job Duties


The Virginia Department of Transportation is looking for an experienced and highly motivated Contracting Supervisor to join our growing program team. In this role, you will be responsible for managing the procurement and purchase/delivery of contracted goods and services and overseeing the contract administration process for Traffic Operations program awards. You will be expected to ensure the timely and effective delivery of goods and services through VDOT contracts while maintaining a high level of customer service quality. You will also be responsible for developing and implementing procedures, policies, and strategies to ensure the efficient procurement and delivery of contracted goods and services. The ideal candidate will have state contract administration experience, excellent organizational and communication skills, with the ability to work independently and collaboratively.


Responsibilities include but are not limited to:



  • Develop, implement, and manage contract administration policies and procedures


  • Monitor and report on procurement activities, ensuring compliance with applicable laws, regulations, and organizational standards


  • Develop and manage supplier relationships and contracts


  • Participate in negotiation of new contracts with vendors and suppliers to secure the best prices, terms, and services


  • Develop and maintain supplier scorecards, ensuring compliance with organizational requirements as it relates to performance evaluations


  • Monitor supplier performance to ensure quality and cost objectives are met


  • Manage and coordinate the procurement process, including task work, receiving, and invoicing


  • Prepare and review task requests ensuring accuracy and completeness for appropriate contract assignments


  • Support and supervise staff in contract administrator roles




Minimum Qualifications



  • Ability to communicate effectively orally and in writing with diverse audiences


  • Effective presentation skills


  • Skill in the use of computers and software applications


  • Knowledge of management principles


  • Technical skills in assigned program areas


  • Experience in business and project management


  • Skill in analyzing data and reaching logical conclusions


  • Experience in program evaluation, development and implementation


  • Ability to lead and train others


 


Additional Considerations



  • A combination of training, experience, or education in Business, Public Administration or
    related field desired


  • Experience in program evaluation, development and implementation


  • Experience developing business process improvement programs


  • At least 3-5 years of experience in VDOT contract administration, procurement and/or purchasing


  • In-depth knowledge of procurement and sourcing


  • Proficient in Cardinal, MS Office Suite and related business software


  • Excellent communication, negotiation and problem-solving skills

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for limited telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy. However, at a minimum, the successful candidate would still be expected to physically report to the VDOT Central Office in Richmond, Virginia several days each work week.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

Additional positions may be filled from this recruitment within 90 days.
