Job Description

Perform special duties as assigned. To assist in performing programming work activities within the Programming section.



How you will contribute:


  • Federal Programs Management: Assists with the End Date and FIRE reporting.  

  • LAP Invoice Reimbursements: Assists in processing Locally Administered Projects (LAP) invoice reimbursements, including payment trackers, tracking invoice submissions, Project Coordinator/Project Manager (PC/PM) approvals, late payments as well as financial reporting in Cardinal, as needed.

  • PIM Administration: Provides customer service with all stakeholder interactions; takes ownership of work and ensures all work is completed within established deadlines.

  • Perform duties as assigned.: Perform duties, tasks, activities and/or projects as assigned.

  • Project Expenditures : Assists in processing quarterly expenditure reports and helps run financial queries and reports.




  • What will make you successful:


  • Ability to analyze and interpret data, prepare, and maintain accurate reports and records. 

  • Ability to evaluate programming of transportation funding and monitoring. 

  • Ability to perform detailed work with program and project funding, expenditures, and billing data.  

  • Knowledge of financial accounting systems. 

  • Skill in the use of computers and software applications to include spreadsheets, Microsoft Office, databases and automated program and project management systems. 


  • Minimum Qualifications:


  • Ability to communicate effectively orally and in writing with diverse audiences. 

  • Knowledge of general budgeting, finance, and accounting principles. 

  • Knowledge of primary mathematical formulas including calculating percentages, data analysis, trend performance, and forecasting.

  • Knowledge of the differences between allocations, obligations, and expenditures. 

  • Skill in journal entries, expenditures and billing, invoice development/payment.

  • Skill with excel spreadsheets, formulas, and pivot tables. 


  • Additional Considerations:


  • A combination of training, experience, or education in Accounting, Budgeting, Finance, or related field desired.

  • Ability to learn new concepts and be self-motivated.  

  • Ability to multi-task and deviate often from current work tasks. 

  • Analytical and organizational skills. 

  • Knowledge of Programming, and/or successful completion of VDOT Program Management Curriculum. 

  • Knowledge of process engineering, workflow management, continuous performance process improvement mindset. 

  • Skill in time management.
