Our Construction Division is seeking a Program Analyst Construction to join our team. This position will assist the Bid Letting Administration and Proposal Development teams in delivering accurate reports, proposals and contracts to support the Contract Procurement section.

Responsibilities will include:
Data Management: Managing system data to ensure accurate reporting throughout contract development and execution.
System Training and Support: Assisting team in processing system data workflows and troubleshoot issues when they arise.
Policy and Procedure Updates: Reviewing and commenting on existing section policies and processes to improve workflows to better meet Division goals.
Quality Control: Supporting assigned program in meeting annual federal strategy obligations by performing final evaluation, coordination, and revisions to contract documents prior to bid letting and execution.
• Other assignments as needed to meet Department goals.


 


Minimum Qualifications


• Ability to communicate effectively orally and in writing with diverse audiences to include developing presentations, leading meetings and conducting training.
• Knowledge of civil engineering methods, principles, practices and procedures related to transportation construction.
• Knowledge of contract development or administration.
• Comprehensive knowledge of state and federal laws, regulations, policies and procedures related to transportation construction and financial management.
• Skill in the use of computers and software applications to include MS Office products, and construction, financial and project management programs.
• Knowledge of road, bridge design, construction technology and terminology.
• Ability to prepare and customize reports using various tools to create charts, graphs, spreadsheets.
• Demonstrated knowledge of project and financial controls related to transportation construction projects.
• Ability to research, analyze a wide range of subjects and develop or apply technical and legal language to projects.


 


Additional Considerations


• A combination of training, experience, or education in Civil Engineering, Information Systems, Financial Management, Business, Accounting or related field desired

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
