Job Duties
Administer, support and assist managing the agency’s programs related to Tort Liability, Construction Claims, Administrative Hearings processes (Debt setoff, DBE, Inverse Condemnation). Additionally, participate and lead Process Improvement Projects, Change Management, and creating executive reports for the Business Integrated Solutions Division (BISD) and VDOT executives. This position must ensure the appropriate handling and administering of all claims assigned to BISD. Ensuring the agency’s programs are administered in compliance with agency policies, following Code of Virginia, protocols and instructions issued by the BISD and the Attorney General's Office.

Core Responsibilities:
Tort Claims - Provide program management of the tort liability program. Ensure prompt and thorough investigations are completed. Respond to all correspondence received pertaining to liability claims. Plan and oversee all functions of the tort claims section. Ensure field visits are conducted for all claims. Continuously review processes for improvement inside and outside the Tort system and recommend enhancements to the system.
Financial Management - Manage the review and improvement of payment processes. Manage vouchers for payment of tort liability claims. Responsible for drafting, updating, and implementing the Tort Claims Manual. Responsible for overseeing training operations regarding Tort Claims Manual requirements at the District and Residency levels.
Construction and Other Claims – Deliver high quality analysis of construction claim issues to executives in accordance with Va. Code 33.2-1101. Serve as the backup Appearance Officer when contractors participate in the administrative process described in Va. Code 33.2-1101. Provide support and backup for Administration Hearing assigned to BIS as well as DBE, Debt Setoff, and other claims as needed.
Coordinate Freedom of Information Act (FOIA) responses and serve as agency point of contact with the Office of the Attorney General and Division of Risk Management to resolve legal issues and questions of law related to the Tort Claims filed against the Department.
Participate and lead in process improvement and change management projects. Provide analysis that leads to improvement of the quality, processing, productivity, efficiency, and cost that the Agency experiences. Engage in change management activities as assigned for the division.
