Job Duties

The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Project Manager for the State Trails Office in Central Office’s Local Assistance Division. This position will be located in Richmond, Virginia. The selected candidate will manage, oversee, and support statewide Multiuse Trails/Shared Use Path (SUP) Projects by implementing and coordinating outreach and training efforts, partnering with Departmental Divisions in developing specific design standards, and collaborating with other staff in the Local Assistance division in creating specific criteria and guidelines for the application and selection of multipurpose trails Construction projects.


This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:




  • Project Lead- Research, lead multidisciplinary stakeholder teams, and recommend solutions for various trail related issues impacting the Local Assistance Division, including those associated with federal and state funding programs and the development or delivery of locally administered projects and compliance with federal and state requirements.


  • Administration and oversight of the Multi-Purpose Trails/Shared Use Path (SUP) Project and other programs - Coordination and partnership with Department Divisions to develop, support application intake and selection, and overall support of the Multiuse Trails/Shared Use Path (SUP) Projects, special projects, and other outreach programs.

Minimum Qualifications



  • Knowledge of active transportation planning principles.


  • Experience building consensus across multidisciplinary teams.


  • Demonstrated experience managing government projects.


  • Ability to professionally represent the State Trails Office.


  • Knowledge of and experience with project design concepts.


  • Demonstrated ability to lead and effectively collaborate with multi-disciplinary teams.


  • Ability to develop and author technical guidance and operational procedures.


  • Extensive knowledge and experience in the transportation project development and delivery process.


  • Firm understanding of project and program management principles and methods.


  • Firm understanding of various federal and state funding mechanisms and VDOT’s Six Year Improvement Program.


  • Knowledge of and experience with project design concepts, particularly those related to bicycle and pedestrian accommodations.


  • Ability to use analytical tools to conduct spatial and statistical analysis as needed, to data mine, compile and present information to policy makers, elected officials and the general public.


  • Excellent conflict resolution skills.


  • Strong verbal and written communication skills.



Additional Considerations



  • Understanding of Departmental Project Development/Delivery and Programming Process and Department-wide systems in place to support those processes (i.e. iSYIP, Project Pool, PAM, PCES, etc.).


  • Experience working in Project or Program Management in Transportation and experience with federal, state, or local government programs.


  • Experience working on trail development, design guidelines, active transportation funding programs.


  • Extensive knowledge of funding guidance for trails and active transportation.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

Additional positions may be filled from this recruitment within 90 days.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.
