VDOT’s Fredericksburg District has exciting an opportunity available in its Fredericksburg Residency. We are seeking qualified candidates to fill a Residency Contract Manager vacancy. This position provides day-to-day oversight of contractors performing maintenance activities for the Fredericksburg Residency area. They manage field maintenance service contracts, interpret contract provisions and provide technical guidance to contractors and field staff.

• Knowledge of federal and state permits related to roadway construction and maintenance activities
• Ability to oversee contractors and crew operations
• Skill in providing exemplary customer service
• Working knowledge of contract development and administration
• Ability to evaluate needs and determine appropriate methods to accomplish the work
• Ability to develop, read, interpret and apply maintenance contracts, plans, sketches and policies
• Knowledge of federal and state transportation rules, regulations and policies
• Skill in the use of computers and software applications
• Ability to analyze problems, document and communicate performance results and identify solutions to support goals and objectives
• Considerable knowledge of roadway maintenance and construction operations, equipment and techniques
• Knowledge of transportation operations processes, methods and materials
• Ability to communicate effectively orally and in writing with internal and external customers
• Ability to develop contract specifications, scopes of work and engineering estimates
• Ability to manage time effectively, measure and evaluate progress and make necessary changes, and negotiate effectively
• Skill in data management and reporting and research methodologies
Minimum Qualifications
• Valid driver's license
• Knowledge of contract development, administration and management
• Ability to oversee contractors and crew operations
• Ability to gather data and prepare reports
• Skill in the use of computers and software applications
• Knowledge of procurement practices
• Ability to develop, read, interpret and apply maintenance contracts, plans and policies
• Knowledge of federal, state and transportation rules, regulations and policies
• Knowledge of roadway maintenance and construction operations, equipment and techniques
• Ability to develop contract specifications, scopes of work, engineering estimates, and perform mathematical calculations
Additional Considerations
• Knowledge of state permit process related to roadway construction and maintenance activities
• Experience in contract administration and monitoring
• A combination of training, experience, or education in business administration, public administration, engineering or related field desired
• Experience developing maintenance contracts and monitoring contractor performance
• Experience with contract advertisement and bidding procedures

This position is designated as essential to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.
