The Virginia Department of Transportation (VDOT), Salem District, is seeking a Resident Engineer/Residency Administrator for the Bedford and Franklin County areas to safely lead the coordination, integration, and management of all transportation programs and operational resources.

Incumbent will serve as the primary liaison for all communications with stakeholders, constituents, and local government officials to effectively communicate the agency’s programs, projects and goals to solve problems. The incumbent will work closely with other District staff to develop solutions including project scopes reflecting the localities’ priority project needs, assisting with Smart Scale prioritization process and development of the Six Year Plan priorities and program strategies. Responsibilities include administration of maintenance budgets, performance metrics, proactive management of resources and expenditures, and coordination of Land Development activities to ensure the best operational and industry practices are being safely utilized to support economic development and enhance quality of life.

The ability to identify residency trends as they relate to transportation projects, maintenance priorities and future needs, to promote planning, allocation of resources and delivery of services through evaluation, as well as analysis and strategic planning abilities is a must. The incumbent will safely manage all emergency response operations for the residency to include oversight of training, coordination, planning and implementation of emergency action plans. Ability to ensure Human Resources activities, policies, procedures are followed, and staff is effectively supervised to resolve employee relations issues appropriately. Additional positions may be filled from this recruitment within 90 days of the closing date.

This position is designated as essential and, as such, all duties associated with the job are required during emergency situations which may include but are not limited to inclement weather, disaster response, and emergency operations. Performance of these duties may require work outside of normal business hours including nights, weekends and holidays. VDOT will determine when essential positions are required to report.

This position may be eligible for moving and relocation reimbursement pursuant to VDOT’s moving and relocation policy.


Minimum Qualifications


Demonstrated ability to manage and direct the activities of a large-scale, multi-faceted public service operation including budgeting, prioritizing, scheduling, training, problem solving and employee relations. Knowledge of federal, state and/or transportation rules, regulations, and policies. Demonstrated ability to: communicate orally and in writing with various audiences; to resolve consumer complaints; and to work effectively towards resolution with people with multiple needs or interests. Exceptional interpersonal, team building, trust building, and communication skills required. Working knowledge of transportation engineering principles and practices and demonstrated ability to apply a broad and thorough knowledge of engineering principles, practices and procedures and federal/state regulations to programs of varying complexity. Skills in the use of computers and a valid Virginia Operator’s License are required.


Additional Considerations


Progressively responsible experience and leadership in the management of roadway maintenance, land development, safety, transportation engineering, and/or planning activities; managing emergency operations, supervising, and coaching staff and building effective teams. Professional Engineer License preferred. Degree in Civil Engineering, Public Administration, or related field desired.
