Job Duties


NOVA VDOT is seeking a Senior Inspector in the NOVA Design Build department. You will work independently to coordinate, schedule, oversee, and inspect all phases of routine and complex highway construction projects to ensure that the construction quality is in accordance with plans, specifications and contract documents to provide a quality transportation system for the traveling public.

Position responsibilities will include but may not be limited to:

Construction and Contract Compliance – Ensure construction activities are performed in accordance with approved plans, specifications and applicable contract documents to include erosion and sediment controls, safety, maintenance of traffic controls, EEO and DBE guidelines, VDOT policy, procedures and permit regulations. Ensure project contract compliance using checklists, spreadsheets, manufacturer recommendations, construction directives, traffic engineering memoranda and materials memoranda to ensure project quality requirements are met. Notify contractor of any non-compliance issues and resolution through documentation. Oversee and perform materials testing to ensure project is constructed to design quality standards. Ensure monthly that all pay items of work performed during that period are documented, reviewed and paid to the contractor.

Project Safety and Environmental Compliance – Ensure work zones are properly established and maintained. Ensure project employees and equipment are performing in compliance with safety policy, practices and directives. Monitor erosion and sediment control measures to ensure compliance with approved E & S plans and permit requirements. Maintain a clean, organized and safe work environment. Practice safe driving and maintain a clean vehicle interior and exterior.

Project Oversight – Observe, monitor and inspect construction activities and progress of work. Monitor project schedule through progress meetings; notify supervisor when contractors incur schedule variance outside contract allowances. Attend project progress and QA/QC meetings and prepare meeting minutes. Review and maintain project budget. Review project item quantities and costs to ensure on-budget project delivery, to include verifying unit prices and assist with draft change orders. Project remaining work costs to complete. Ensure all submittals for associated work items have been submitted and approved prior to start of work by reviewing project submittals to verify approval. Determine support equipment needed for project and ensure proper maintenance, use and return. Monitor inspector performance, identify individual inspector training needs, and provide on-site technical training and mentoring to inspection team.

Project Documentation – Track and maintain materials documentation for project. Review and maintain detailed DWRs and diaries and correlate to the contractor’s scheduled construction activities so VDOT can track individual activities, resources, productivity and efficiencies. Ensure construction runoff control form (C107) and work zone safety checklist (TE-97001) are completed in timely manner and maintain project files. Document daily occurrences, meetings, and communications and correlate to contract documents to provide information on changes in the contractor’s scope of work. Issue monthly CPEs for prime and subcontractors working on project to allow VDOT to evaluate contractor’s performance.
Project Close-outs- Assist in project close-outs. Maintain as-built drawings.
Communications with Stakeholders – Communicate with VDOT and external support staff. Manage project public relations and respond to public concerns. Proactively notify project support staff and the public of traffic changes, project phase start and finish. Address landowner, business owner, and traveling public concerns regarding project. Coordinate distribution of lane closure notification with Traffic Operations Center, Communications and Residency. Work with contractor to resolve issues.

Work schedule varies according to job assignments and/or contractors schedule, to include significant night work, weekends, and holidays.


 


Minimum Qualifications


•Experience with inspection of construction projects and activities for roadway construction, maintenance and structures.
•Experience with construction methods, materials, equipment, standards, specifications and terminology.
•Experience applying state and federal safety, environmental, and EEO and DBE guidelines and regulations related to transportation construction.
•Skill in the use of engineering and testing equipment, as well as computers and software applications.
•Knowledge of mathematics including algebra, geometry and trigonometry and ability to apply mathematical formulas and engineering principles to determine field adjustments to construction plans.
•Ability to read, interpret and analyze roadway, structure and bridge plans, construction contracts and other project management documents.
•Ability to record and maintain detailed project documentation and prepare reports, forms and correspondence.
•Ability to work independently and oversee and provide technical guidance and training to other inspectors.
•Ability to communicate effectively orally and in writing with VDOT and contractor personnel and the general public.
•Valid driver’s license and safety shoes required.
•Possession of or ability to obtain required certifications within 12 months of employment.




Additional Considerations


•Experience in a broad range of road and bridge construction inspection activities with a DOT or a DOT consultant inspection firm.
•Experience with administration and oversight of Design Build Highway Transportation Projects.
•Proficiency in AWP, Plan Grid, ProjectWise, Share Point, MS Office and AASHTO or other project management software’s.
•Experience overseeing the work of others.
• Experience with inspection of construction projects and activities for roadway construction, maintenance and structures.
•Possession of current certifications and Completion of fall protection and confined space training.
•A combination of training, experience, or education in Construction or related field desired.

Required certifications in soils, aggregate, asphalt, concrete, nuclear safety and transportation, guardrail installation, pavement markings, flagging, work zone safety, stormwater inspection, erosion and sediment control and OSHA safety training courses.

May be required to operate or work in the vicinity of devices containing radioactive materials and emitting low levels of ionizing radiation.
Position requires unrestricted mobility, including, at times, unrestricted mobility in irregular terrain; working at heights and in confined spaces, making visual observations; the ability to stand for long periods of time; the ability to work in a variety of environments affected by, but not limited to, such elements as dust, vapors, heat, and moisture; and the ability to lift 50 lbs.
