Job Duties


VDOT NOVA District is seeking a Senior Planning Manager to administer multi-modal transportation planning function for the district. You will provide management and oversight to MPOs, PDCs and localities for the metropolitan and rural transportation planning functions. Manage staff and coordinate with local and regional planning entities on planning activities. You will provide oversight, coordination, and support for related matters with the Central Office and local governments to enhance on-going communication and coordination for planning activities.

Responsibilities include but may not be limited to:

Manage, plan and coordinate activities- Provide technical assistance, guidance, and leadership to district staff, local planning commissions, organizations, and local governments. Support district’s MPO and PDC urban and rural transportation planning programs through representation on Boards and Committees as VDOT’s representative. Serve as liaison in planning matters involving internal and external customers.

Oversight of transportation planning studies – Develop, conduct, manage and participate in planning studies to include corridor studies, access management studies, crossover studies, interchange studies, etc. Review and administer RFPs, scope of work, contract and vouchers for annual State Transportation Planning Grants, On-call consultants and Rural Transportation Planning and Multi-modal grants.

Lead the preparation of local and regional travel demands for specific milestone years- Use available data, reports, and models to provide traffic forecasts, roundabout analysis and recommendations for scoping meetings, roadway design and environmental studies.

Support District PIM section and project development – Coordinate planning efforts with land development, programming, and project development activities. Provide recommendations based on highway needs assessments, long range plans and regional studies to be considered for inclusion in the programming process. Provide supporting project documentation such as history of need, traffic forecast, transportation impact, regional social and economic data, land use and local transportation planning efforts.

Technical Assistance and Review – Perform land development reviews for local jurisdictions to include rezoning, subdivision, site plan and record plat reviews to Residencies. Provide thorough reviews of traffic impact studies. Provide traffic projections, capacity analyses, etc., for design projects.

Communications – Respond to public inquiries by phone, e-mail, letter, etc. Attend public hearings for major studies and construction projects. Develop and make presentations to government and civic groups on transportation planning and land development.

Leads Performance Base Planning and Project Prioritization processes for the Northern Virginia District. This includes oversight of other discipline's staff engagement and participation.

Minimum Qualifications


Experience applying federal and state mandated transportation planning requirements.
Experience with metropolitan planning requirements and accepted transportation planning practices.
Demonstrated experience in project management techniques
Ability to work with diverse groups, including technical staff, elected officials, and citizens.
Proven ability to interpret and implement employer, state and federal policies, rules, and regulations.
Proven ability to communicate effectively orally and in writing with diverse audiences.
Ability to manage staff, programs, and financial resources.
Skill in the use of computers and software applications.


Additional Considerations


A combination of training, experience, or education in Transportation Planning, Urban or Civil Engineering, or related field desired
Progressively responsible experience in transportation planning.
Progressively responsible supervisory experience.
Certified Planner with American Institute of Certified Planners.
