Job Duties


NOVA VDOT is seeking a Structure and Bridge Inspector Supervisor to supervise an inspection team in performing in-depth visual and mechanical safety inspections of bridges and highway structures to discover damage, deterioration, and defects that would impair the life, serviceability, and safety of a structure. You will:
1. Perform monthly assigned in-house routine inspection; prepare, and sign inspection reports; update component general condition ratings and element condition ratings; make repair and critical recommendations for deficiencies; and update inspection & inventory data. Review and approve inspection reports prepared by inspectors.
2. Oversee cities, localities, and entities Bridge Inspection programs to ensure full compliance with NBIS and VDOT guidelines and requirements. Review their inspection reports; update inspection and inventory data in Bridge Management System (InspectX) and upload the inspection reports to the system. Perform an annual QA/QC on a selected entity.
3. Coordinate with VDOT construction PMs and S&B team leaders to update the vertical and horizontal clearances of under-records affected by construction activities. This information will be fed live to TruckWeb which DMV Hauling Permit section uses.
4. Assist in performing Safety and Inventory inspections of new or rehabilitated bridge and culvert structures.
5. Provide emergency response to bridge hits and other emergency response needs.
6. Train inspection staff in field and office duties and safety.

Job responsibilities shall also include:
Job Safety - Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures. Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly and safe work environment. Follow VDOT safety regulations and practices.

Inspection - Plan and schedule routine and specialized bridge and structure inspections. Conduct and oversee inspections according to NBIS and VDOT requirements. Collect new or verify or update existing structural element quantities and assign appropriate condition status. Schedule and oversee consultant inspections.

Equipment Operation - Operate and maintain inspection vehicles and inspection instruments.

Inventory Management - Create new structure inventory records and update existing structure inventory and assessment data in automated database system. Maintain inspection files, forms, reports and maps of assigned areas. Respond to inquiries from the public, municipalities, and other agencies for information on structure clearances and posted weight limits.


Minimum Qualifications


Must meet qualifications of a team leader per National Bridge Inspection Standards, 23 CFR 650 Subpart C and must meet one of the four qualifications listed below:
o Be a registered Professional Engineer and have 6 months of bridge inspection experience;
o Have 5 years of bridge inspection experience;

Have all of the following:
 A bachelor's degree in engineering or engineering technology from a college or university accredited by or determined as substantially equivalent by the Accreditation Board for Engineering and Technology; and
 Successfully passed the National Council of Examiners for Engineering and Surveying Fundamentals of Engineering examination; and
 Two (2) years of bridge inspection experience; OR
Have all of the following:
 An associate's degree in engineering or engineering technology from a college or university accredited by or determined as substantially equivalent by the Accreditation Board for Engineering and Technology; and
 Four (4) years of bridge inspection experience;

Additional qualifications follow:
• Valid driver's license.
• Ability to physically perform hands-on inspections of bridges and structures, work at heights, over and in water, in confined spaces, in proximity to moving traffic and in inclement weather.
• Knowledge of bridge inspection methods and procedures, routine bridge maintenance and repair procedures, deterioration characteristics of bridge materials and common bridge types and nomenclature.
• Ability to communicate effectively orally and in writing to include preparing detailed technical reports and sketches and applying engineering math in bridge and structure inspections.
• Skill in the use of computers and software applications to include database systems, as well as bridge inspection instruments. Ability to access and use required equipment.


Additional Considerations


• Experience planning and scheduling bridge and structure safety inspections, including planning accommodations for safety equipment and traffic control.
• Experience performing safety inspections on specialized bridges and structures including NSTM structures. Team Leader qualification for NSTM inspections per 23 CFR Part 650 is desired.
• Experience reviewing and approving safety inspection reports prepared by others.
• Experience supervising and training others.
• Experience administering consultant inspections and contracts.
• Proficient in the use of MS Office and CAD.
• A combination of training, experience, or education in Engineering or Engineering Technology or related field is desired.
