Job Duties


The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as the Transportation Planning Programs Specialist.

This position is the agency’s Planning Specialist for the Park and Ride / Transportation Demand Management (TDM) Program within the Transportation and Mobility Planning Division (TMPD). This position will coordinate with local, regional, and state planning entities on multimodal planning activities and TDM strategies. This position also serves as the division’s Title VI Coordinator and provides support to the division’s Active Transportation programs to include the Statewide Bicycle and Pedestrian Program and the State Trails Office. Support urban and rural planning functions. Conduct technical and geospatial analyses to support development of recommended improvements and strategies to meet future multimodal and active transportation needs. Support ongoing communication and collaboration with local and regional governments, state agencies, and other stakeholders. Utilize geographic information system (GIS) technology to plan, inventory, and assess park and ride as well as active transportation facilities, support mapping and geospatial data management and analysis, and facilitate planning activities such as corridor studies, long range plans, project prioritization, and demand estimation. Conduct periodic park and ride and active transportation facilities use counts and analysis, and other fieldwork as required.


Minimum Qualifications


• Demonstrated proficiency in geographic information system (GIS) technology, software, and applications.
• Ability to plan, prioritize, coordinate, and complete multiple assignments within scheduled timeframes.
• Skill and ability to positively interact with staff, citizens, government officials, and other stakeholders.
• Knowledge of TDM strategies, park and ride program planning, and active transportation.
• Ability to evaluate, develop, and maintain innovative solutions for TDM, multimodal, and active transportation initiatives.
• Knowledge of federal, state, and local transportation planning and land use regulations, procedures, and policies.
• Knowledge of long-range transportation planning to include transportation studies, traffic analyses, forecasting, and data collection and analysis.

Additional Considerations


• Experience in long-range transportation planning to include transportation studies, traffic analyses, forecasting, and data analysis.
• Experience in developing and implementing transportation demand management (TDM) strategies, park and ride program planning and management, and active transportation.
• Experience as liaison with diverse groups – staff, citizens, government officials, and other stakeholders. Certified Planner with American Institute of Certified Planners (AICP).
• A combination of training, experience, or education in Transportation, Urban, or Regional Planning, Geography, or related field is desired.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
