Job Duties


The Urban Program Hourly Specialist will assist the Urban Program Section Manager and Urban Program Coordinator on seasonal and ongoing tasks in support of the urban maintenance, inventory, audit, expenditure survey and inspection program of the section.

Position specific responsibilities and duties will include, but not limited to:



  • Assist with U-1 process by entering street additions and deletions into UMIS and RIMS after information verified by Urban Program Manager and GIS Analyst.

  • Maintains street inspections in RIMS by reviewing street inspection reports and enters deficiencies into the database.

  • Processes Highway Maintenance Survey
      -Manages the survey form in Survey123
      -Manages the flow and the contact list
      -Reviews, approves and enters data from surveys into a spreadsheet by category
      -Maintains spreadsheet from the survey to determine paving expenditures each calendar year. This data is used as part of the scoring criteria for SGR local paving (primary extension) funding applications.

  • Assists with maintenance payments
      -Drafts payment rate and mileage change letters to localities after CTB approval.

  • Assists with agreements
      -Drafts and sends to supervisor for review

  • Assists with LAP workshop

  • Maintains SGR database

  • Assists wherever needed within the Urban section and the rest of the Division

  • Assists with the execution of SGR Paving Agreements


Minimum Qualification



  • Ability to work effectively with limited supervision
            - Ability to request guidance/assistance when needed
            - Strong time management skills; ability to establish and meet deadlines

  • Ability to collaborate in small teams

  • Ability to communicate effectively orally and in writing

  • Adaptable to changing business needs; ability to pivot as needed to accomplish priority work

  • Transportation industry knowledge – understanding of transportation programs

  • Problem solving, critical thinking, creativity – ability to review an issue, recommend an approach, accept feedback as needed/required, and provide a resolution

  • Proficiencies:
      -Microsoft Office Suite, particularly Word and Excel
      -Ability to learn new software to complete tasks


Additional Considerations



  • Understanding/experience with federal transportation programs a plus

  • PowerBI not required but a plus

  • ArcGIS not required but a plus

The position you are applying for is an Hourly/Wage position. Hourly (wage) employees may not work more than an average of 29 hours a week and cannot exceed 1500 hours the wage employment year (5/1 - 4/30). This position does not include health insurance, retirement or paid leave benefits.
