Job Description:

The AOC Sr. Program Director will lead a series of complex projects and task orders in a variety of technology areas related to integration, modification, transformation, and sustainment to the AOC Weapon System Program Office. Responsibilities include cost build-up and financial understanding of the program, preparation, and presentation of program reviews with internal and external stakeholders, collaborating with the program office, leading application transformation through custom software and hardware development, cloud migration initiatives, and working to ensure the external customers goals and objectives align with the strategic delivery of the AOC portfolio.

Key Responsibilities

  • Manage the AOC IDIQ program for the delivery of multiple task orders under the Air Force Life Cycle Management Center (AFLCMC)
  • Manage the program and employees to include technical leads, operational managers, and matrixed technical staff
  • Ensure compliance with terms of the contract, task orders, and with government and company policies, standards, and procedures
  • Execute program tasks in accordance customer approved Integrated Master Schedule (IMS) and cost baseline
  • Oversee the performance of subcontractors supporting AOC program as part of the overall Parsons team
  • Identify, monitor, and drive resolution on cross-project problems and issues
  • Identify and mitigate project risks throughout program life cycle
  • Manage program staffing to ensure seamless transition of program phases (design, development, integration and test, customer acceptance, and delivery)
  • Oversee the development and punctual delivery of program Contract Data Requirements List (CDRL) items in accordance with contractual requirements
  • Work directly with government partners to aggressively assess capability gaps and proactively identify solutions from across the portfolio that align to customer's needs
  • Finalize, launch, and manage communications plans, stakeholder engagement program and calendar, working closely with team leaders to help shape content and ensure materials are suitable and professional
  • Document and manage all action items, commitments, and communications from customer meetings to ensure understanding and resolution of identified tasks

Required Qualifications:

  • Bachelor's Degree in related Technical or Business discipline with 10+ years' experience
  • Command and Control (C2) systems experience
  • Large program management experience of ACAT 1 and/or 2 programs
  • Air Operations Center and/or related Air Force mission systems
  • Platform integration experience merging future and legacy capabilities
  • Government Earned Value Management System (EVMS) knowledge
  • Risk and Opportunity management experience
  • Systems integration, test and evaluation, and customer sell off experience
  • Operations expertise with strong orientation for details, data, and collaboration
  • Excellent oral and written communication skills
  • Ability to organize and direct outcomes in a matrixed organization
  • Impeccable time management and multi-tasking skills
  • Active Top Secret (TS) clearance or ability to obtain such a clearance with the U.S. Government
  • Must be a US citizen

Desired Qualifications:

  • Air Force knowledge, mission, roles, people, and how the AOC fits with other critical C4I system of systems and Joint All-Domain Command and Control (JADC2)
  • Experience working with AFLCMC Detachment 12/Kessel Run
  • Project Management Professional (PMP) Certification
  • Master's or Graduate degree in Technical or Business discipline
  • Understanding of CMMI, IEEE or similar systems/software process improvement efforts/standards

The anticipated annualized full time target compensation (median) for this position is: $225,000.00.
