Job Duties

The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Business Analys in our Office of Public/Private Partnerships (P3).

This position is located in Richmond, Virginia. Position specific responsibilities and duties will include, but not limited to:

- Fiscal and Budget - Coordinate financial and budgetary activities for assigned work unit. Prepare budgets, monitor expenditures, reconcile data and prepare reports.

- Procurement - Develop, coordinate and oversee Division or District specific contracts that support the delivery of the core program. Review invoices and vouchers, make payments and reconcile data.

- Administrative and Business Support - Provide a variety of administrative support functions to assigned work unit. Interpret a variety of VDOT, State and Federal policies and procedures in daily work tasks.

- Travel Coordinator - Coordinates travel logistics for members of the VAP3 Office and schedules meeting with Private and Public Sector individuals and companies. Coordinates operations and maintenance of VAP3 Office vehicles.

- Office Coordinator - In addition to items noted above, also serves as Continuity of Operations Planning Committee member and coordinates with Office Building staff to meet requirements of occupancy, including communication of building-related events.

- Office Manager - Develops required weekly and monthly reports, establishes and monitors training and administrative budgets; monitors credit card purchases and office supply needs; and provides drill downs into the Cardinal system.

- Consultant Management - Process requests, questions, concerns and invoices received from Consultants/vendors and appropriately charge them to the right UPC/CSCs or routing to OTP3 staff. Entering Purchase Orders, Change Orders and tracking of task orders and amounts spent vs left. Seeks to understand different perspectives and cultures; contributes to a work climate where differences are valued and supported; uses diverse experiences.

- Communicates Effectively - Communicates one-on-one, in small or large groups, among diverse styles and positions at all levels; attentively listens to others; adjusts to fit the audience and the message; provides timely and helpful information to others across the organization; encourages the open expression of diverse ideas and opinions.

This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Minimum Qualifications

- Knowledge of accounting principles and practices.
- Knowledge of budgeting principles and practices.
- Knowledge of procurement principles and practices.
- Ability to research, analyze, format financial data and prepare reports and recommendations.
- Skill in the use of computers and web-based systems including electronic procurement and financial management systems.
- Ability to read and interpret policies and procedures.
- Ability to communicate effectively both orally and in writing with diverse groups.
- Ability to read, interpret and apply VDOT and the Commonwealthâs state laws, policies, and procedures to ensure compliance.
- Skill in providing and promoting good customer service to internal and external customers.

Preferred Qualifications:

- Prior work experience with financial management systems.
- Knowledge of federal and state accounting principles, practices, guidelines and procedures including Generally Accepted Accounting Procedures (GAAP), Agency Procurement and Surplus Property Manual (APSPM) and the Virginia Public Procurement Act (VPPA).
- Knowledge to interpret and apply procurement policies, procedures and SWAM.
- Knowledge of guidelines and procedures using Commonwealth Accounting Policies and Procedures (CAPP), VDOT and State policies.
- Degree in Business Administration; equivalent experience or training may substitute for degree.
- Virginia Contracting Officer (VCO) certification.
