The Virginia Department of Transportationâs (VDOT) is excited to announce an opportunity to serve as the Capital Asset Supervisor in our Fiscal Division. This position is located in Richmond, Virginia.
Position specific responsibilities and duties will include, but not limited to:
Develop and manage processes related to assigned capital assets financial area. Interpret and evaluate compliance with federal and state laws and regulations and VDOT and DOA policies and procedures. Supervise accounting staff and ensure they receive necessary training to effectively perform job duties.
Ensure proper capture, recording, control and financial reporting of all VDOT Fixed Assets (Controllable and Capitalizable) per VDOT Policy and Procedures and ultimately the Commonwealthâs Accounting Policies and Procedures (CAPP) Manual.
The position will control access fixed asset systems, understand the systems capabilities and internal controls, and where lacking, ensure compensating controls surrounding these systems, within the Fiscal Division, other Central Office Division and all Districts are in place and working properly. This includes:
VDOT FAACS Database
VDOT Major Equipment Database
DOA FAACS System
VDOT M5*
*M5 is a system maintained by the VDOT Maintenance Division. However, the Capital Assets Teamâs Supervisor will need to have a working knowledge of the system to ensure proper financial reporting.
Identify, capture relevant information, evaluate liability and asset values, monitor and report VDOT Leases and Subscription Based Information Technology Arrangements (SBITAs) per VDOT Policies and Procedures and ultimately the CAPP Manual.
The position will be responsible for ensuring VDOTâs compliance with GASB 87- Leases. The position will identify and report all Long-Term Leases to the Department of Accounts via the Lease Accounting System, LAS Plus. In addition, the position will monitor leases classified as Short-Term to ensure changes to these leases do not lead to a change in classification and therefore, a change in reporting requirements. In a similar manner, the position will identify and report all SBITAS to the Department of Accounts via the same system.
The position will capture capitalizable project expenditures as Construction in Progress in agreement with VDOT Policies and Procedures and ultimately the CAPP Manual.
The position will ensure completion of internal controls surrounding the capital asset processes which occur at the District Offices and various Central Office Divisions and ensure Central office maintains a documented record of compliance.
Collaborate with VDOT Divisions in the development of new systems and leveraging of existing technology. The position may also require collaboration with agencies and departments external to VDOT, including the Department of Accounts and Department of General Services.
Lead the Capital Asset team, tasked with ensuring VDOT project expenditures are reported in Construction in Progress (CIP) for the duration of the construction period and then, when appropriate, removed from CIP and added to the appropriate asset category.
Oversee daily program operations, develop and maintain methodologies, policies and procedures in accordance with the CAPP Manual. Additionally, this position will continue to scrutinize these processes looking for efficiencies, possible errors and improvements. This position will provide statewide customer service helping interpret and apply VDOT and CAPP Manual requirements for Central Office and District staff. The position will respond to requests for access and provide technical assistance on all related systems.
This position may be called on to lead training sessions and statewide meetings.
This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.
VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
Minimum Qualifications
Degree in accounting or major business curriculum, or equivalent training or experience.
Experience reflecting the ability to develop, maintain and direct processes that ensure accurate and appropriate valuation of land, buildings, infrastructure, construction in progress, equipment, software, leases and SBITAs is required.
Experience with capital asset system requirements, development, implementation and maintenance is highly preferred.
Experience reflecting the ability to read, interpret, apply and evaluate compliance with federal and state laws and regulations is required.
Experience reflecting knowledge of supervisory principles and practices to include performance management and discipline is required.
Experience gathering and analyzing data and preparation of technical reports in accounting and financial areas is required.
A working knowledge of existing, related GASB Pronouncements is required along with ability and confidence to learning, interpreting and implement any future GASB Pronouncements related to these processes.
Ability to interpret highly technical accounting concepts in a way that is understandable to someone who may not have that technical knowledge
Considerable knowledge of generally accepted accounting principles (GAAP) as applied to governmental organizations and practices, including tangible asset, intangible assets (software), leases and SBITAs accounting.
Ability to effectively receive and respond to audit or special study recommendations and determine feasibility of implementation.
Knowledge of computers and web-based applications, system design and testing methodology.
Ability to identify, research and resolve system problems.
Skill in maintaining effective working relationships.
Ability to lead a team of professionals to reach short term and long term goals.
Skill in effective oral and written communication to all levels of agency personnel.
Proficient with MS Office applications.
Preferred Qualifications:
Professional experience in the capital asset accounting area.
Accounting licensure such as a CGFM, CPA, CMA or CFE is preferred.
A Commonwealth certification such as a Virginia Construction Contracting Officer, as it relates to the proper capture of Construction in Progress expenditures is preferred.
