WSP is currently initiating a search for a Communications Engineer to be based at our Sacramento, CA program office.  
Under the general direction of the Director of Rail Engineering, the Communications Engineer will be responsible to work on telecommunications planning, design and execution, and provide technical knowledge to support the development of communications systems’ technical requirements in compliance with any applicable state and federal statutes, the California High-Speed Rail Authority’s design criteria and specifications, national and international standards and best industry practice. The Communications Engineer works in the Rail Engineering section, which is part of the California High-Speed Rail Authority’s Rail and Operations Delivery Branch.
Duties and Responsibilities:
  • Establish and develop performance specifications and design criteria for communications systems described within California High-Speed Rail contracts
  • Monitor and review the deliverables of the regional teams and contractors to provide that work is being performed in accordance with specifications, drawings and terms of contract
  • Work with the Authority and its strategic partners in ancillary high-speed rail program initiatives
  • Provide guidance and leadership to communications and high-speed rail systems engineering team members
  • Apply knowledge of principles, practices, methods, terminology and trends in communications engineering including the fields of radio frequency allocations, electromagnetic wave propagation, and radio frequency field strength measurements and tolerances.
  • Design, construction, testing and commissioning of communication systems and equipment such as: WAN/LAN and service provider networks, radio systems, PABX and emergency telephone systems, access control systems, video surveillance systems, fire detection systems, public address and customer information systems, SCADA, cable plant systems.

Minimum Qualifications:
  • Bachelor's degree in in electrical/electronic, mechanical, computer, systems engineering or related engineering discipline
  • Ten (10) years of relevant professional work experience to include experience of communications systems in high-speed rail systems, both wayside and onboard, railroad station communications, and railroad front and back office systems.
  • Professional Engineer (PE) license or Chartered Engineer (CEng) status.
  • Knowledge/experience of the US railroad industry and/or international railroad systems.
  • Well versed in Communications Based Train Control systems, including the interrelationship of Wayside Interface units to wayside Radio, Transport and lateral Fiber Optic sub-systems, Back Office Control Systems; their related networks and Vehicle Communications systems.
  • Experienced with onboard health systems, the interrelationship with vehicle sub-systems, communications systems, office systems and networks.
  • Adept at interfacing with Communications Common Carriers, including the defining of, and establishment of contract parameters such as, Service Level Agreements, bandwidth requirements and the selection of communications protocols and their related interfaces.
  • The ability to maintain good communication skills and working relationships with management, other divisions, districts, federal and state agencies, local agencies and private sector contractors, subcontractors and suppliers and their associations.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
Preferred Qualifications:
  • Master's degree in electrical/electronic, mechanical, computer, systems engineering or related engineering discipline
  • Familiarity with onboard Wi-Fi Systems.
  • Be familiar with Passenger Information Systems, Class 2 wiring requirements, SCADA, UPS systems, CCTV and Security Systems, Ticket Vending Systems, PBX and Voice over IP telephony, fiber optic systems, IP WAN, LAN and WLAN, coaxial and over-the-air RF transport systems.
  • Membership of relevant professional body.
