Job Duties

The Traffic Operations Division has an exciting opportunity for a driven and dedicated leader to serve as the Connected and Automated Vehicles (CAV) Program Manager. The CAV Program Manager will lead, direct, and manage the strategic approach of VDOT to developing an integrated, safe, and efficient CAV system. Serve as VDOTâs subject matter expert and program champion for connected and automated vehicle technologies and provide technical guidance and direction to for the planning, design and implementation of CAV technologies and data, policies and standards throughout the department enabling VDOT to be early adapters of the most beneficial aspects of CAV technology and related data.

Position specific responsibilities and duties of the Statewide CAV Program Manager include but are not limited to:

Champion for Connected Autonomous Program: Serve as VDOT's Connected and Automated Vehicle Program Champion by promoting the program on all levels through outreach, education and support. Represent VDOT in committees and working groups that support Connected and Automated Vehicle initiatives, research and deployments. Support TSMO interests and provide technical guidance related to CAV, promote good public relations in support of CAV education and adoption though the development of partnerships with internal and external stakeholders.
Facilitate Use of Connected Autonomous Vehicle Data: Ensure CAV data is made available to all internal and external stakeholders for use in safety, planning, performance management and other analysis. Manage and assist in tools, training and guidance to improve usefulness of CAV data in current and evolving forms. Identify uses of CAV data within VDOT and other stakeholder agencies and educate and advocate for use as support improved operations, safety and positive ROI.

Manage the Connected Autonomous Vehicle Program: Manage program responsible for the planning, design and implementation of Connected and Automated Vehicle systems and supporting infrastructure to leverage these technologies for optimum safety and operational improvements. Plan and schedule diverse work activities for multidisciplinary teams to accomplish plan objectives. Prepare budgets, staffing levels to include specialized skill sets needed, and work plan efforts. identify potential funding sources. Organize and prioritize work effectively, keep multiple projects on schedule within section. Develop and update policies, procedures and guidelines for statewide implementation and administration. Communicate changes in policies and procedures to staff and ensure consistent application statewide. Work with wide variety of stakeholders to Identify and advocate for resources, innovative and cooperative processes and procurement methods to accelerate and sustain a statewide approach to VDOTs Connected and Automated Vehicle Program.

Connected Autonomous Vehicle Systems, Data and Technologies: Encourage and assist other Virginia agencies and VDOT divisions to incorporate CAV program needs and opportunities into their strategic plans and programs to support the goal of improving safety and efficiency of the VA transportation network. Work with other entities to identify processes to mainstream and leverage the benefits of Connected and Automated Vehicles into the agencyâs core business functions. Apply sound judgment to review and respond to stakeholder, reduce complaints and resolve concerns. Provide leadership in technical CAV areas. Proactively address issues that are identified within program area and raise appropriate issues to Division Management ensuring compliance with VDOT mission and vision.

Develop and Oversee Long and Short-term Strategies: Develop and oversee the Agencyâs Connected and Autonomous Vehicle plan to include both short and long-term strategies for the deployment and integration of advanced vehicle technologies into the transportation network. The plan will include technology assessments, risk assessments, Return on Investment (ROI) assessments and will require research into industry best practices. Plan will include the identification of research gaps and provide for the development of research needs statements. Plan will include work plans for specific projects and for programs. Work with key stakeholders within VDOT, other Virginia agencies and local jurisdictions to develop, implement and maintain Virginiaâs Connected Vehicle Program Plan. Ensure that plan aligns with VDOTâs vision, mission, and goals. Establish objectives and priorities for the CAV in support of overall goals, communicate objectives and priorities to team and stakeholders, and update objectives as needs change. Establish priorities for the program to enhance achievement of division and VDOT goals.

Subject Matter Technical Expert: Serve as VDOTâs subject matter technical expert on Connected and Automated vehicle technologies, related federal and state laws, policies, and standards, staying abreast of industry trends, best practices, lessons learned. Provide guidance and direction in the development of legislation, policies, standard operating procedures, and guidelines related to CAV technologies. Provide instructions and training as needed to address changes and modifications in policy and guidance. Leverage technological advances and emerging practice to influence program direction and technical decisions so that VDOT is a thought leader in CAV implementation and reaps early safety and operational benefits.

Minimum Qualifications

⢠Knowledge of relevant federal and state regulations and contract management techniques.

⢠Skilled in effective communications, both written and verbal with various levels throughout the organization.

⢠Knowledge of traffic engineering principles, Intelligent Transportation Systems (ITS), traffic signal systems and technologies and data management.

⢠Knowledge of Connected and Automated Vehicle technologies, policies, standards and applications.

⢠Ability to work in a matrixed environment to leverage existing resources across the Agency.

⢠Ability to develop effective relationships at all organizational levels.

⢠Skill in strategic planning, policy development, operations management, including planning and managing large scale systems and programs.

⢠Ability to work in a fast-paced environment, a diverse workforce, and manage multiple assignments.

⢠Knowledge of systems engineering methodologies.

⢠Skill in management of complex projects.

⢠Knowledge of project management principles.

Additional Considerations

⢠Experience developing or leading performance management efforts, conducting risk assessments, or in developing returns on Investment.

⢠Experience in deploying or managing a connected vehicle system.

⢠Experience working in the traffic engineering field or supporting a transportation agency.

⢠Experience representing an organization in external committees or working groups.

⢠Experience communicating technical material effectively with executive management and non-technical audiences.

⢠Project Management Professional (PMP) certification or professional engineer's license (PE).

⢠Experience conducting, reviewing, or applying research and basic understanding of statistical analysis and the ability to effectively communicate the results.

⢠A combination of training, experience or education in systems engineering, civil engineering, electrical engineering, or related field desired.

⢠Experience implementing large scale programs within a large, multi-site organization, especially a state DOT, especially new programs.

⢠Experience in the design of relational databases and in the development of technology solutions.
