NOVA District Construction seeks an experienced individual to assist the District Construction Engineer to lead, guide, and direct the operations of the NOVA District Construction program and District wide maintenance projects in accomplishing the organizational objectives.
Position Responsibilities include:
Independently perform and oversee contract construction activities and to identify methods for improvement and sound recommendations which are cost effective and in compliance with environmental and safety regulations and other state and federal standards.
Take necessary measures to ensure continuous improvement of all aspects of contract construction and to provide direction or technical guidance to construction and design engineering staff.
Resolve issues and negotiate solutions when disputes arise.
Serves as the responsible charge engineer of the NOVA District Construction Program for highway construction operations in accordance with the Code of Virginia.
Acts as liaison between construction program and District administration to assure NOVA projects are delivered on time, on budget, with high quality, safety and environmental compliance.

Area Construction Engineer, PE - Fairfax County, Virginia, United States
Minimum Qualifications
Valid Professional Engineer’s License.
Experience reflecting knowledge of transportation construction principles and practices, transportation project management, processes, quality assurance and quality control methods. Experience reflecting knowledge of engineering design for roadways, structures, drainage and environmental state and federal standards related to highway design and construction. Experience applying knowledge of federal, FHWA, state and local transportation rules, regulations and policies. Ability to oversee construction activities for multiple projects of varying complexity.
Ability to communicate effectively both orally and in writing with diverse audiences and to make presentation and conduct meetings.
Skill in project scheduling and management. Knowledge of quality assurance and control methods.
Skill in use of computers and software applications to perform tasks which support VDOT operations.
Valid driver’s license.
Preferred Qualifications
Civil Engineering or Construction degree preferred; equivalent experience or training may substitute for degree.
Progressively responsible experience in management and administration of diversified transportation engineering or construction program.
Extensive experience leading and supervising construction and engineering staff.
Certified Project Management Professional (PMP).
Certification as Certified Construction Manager (CCM).
DEQ Dual Inspector Certification (E&S and Storm Water Mgmt).
Extensive experience conducting constructability reviews focusing on scheduling, assessments, and report recommendations for highways and structures.
