WSP is currently initiating a search for a Construction Project Administrator out of our Dallas, Texas Office

Duties and Responsibilities:
Under the supervision of the Project Manager/Resident Engineer, this position is responsible for preparing, reviewing and submitting the estimates from which construction contractors are paid.

The following examples are intended as illustrations of various types of work tasks to be performed. No attempt is made to be exhaustive. Similar, or other logical duties will be performed as assigned.
  • Attends pre-construction meeting to advise contractor’s bookkeeper on proper record-keeping procedures including provisions contained within FHWA-1273.
  • Drives to construction sites to monitor contractors’ compliance with federal requirements related to Equal Employment Opportunity and wages. Reviews and files contractor payrolls to ensure accuracy and compliance.
  • Monitors on-the-job training program and Disadvantaged Business Enterprise and Small Business Enterprise programs; submits required monthly reports; maintains records of trainee program.
  • Prepares, reviews and initiates approval process of monthly and final estimates; checks calculations against work log and estimate form to verify work is completed before payment is made. Checks job records for completion of requirements for releasing final estimates.
  • Reviews inspection reports submitted by field personnel for content, spelling and math errors.
  • Prepares and types correspondence, reports and supporting documents; sets up and maintains all office files; tracks and orders office supplies and equipment.
  • Processes change orders, supplemental agreements, extra work orders, and materials estimates.
  • Sets up project files and field record books for each assigned construction project.
  • Monitors material testing requirements, results and reports for compliance with specifications and standards and maintains records.
  • Reviews all information submitted by contractors for materials delivered and used.
  • Monitors the status and progress of projects.
  • Submits all required reports within assigned submission timeframes.
  • May set up and maintains vehicle maintenance records.
  • Assists Project Manager/Resident Engineer and other WSP employees with office work.
  • Reads and interprets the following:
    • Roadway and bridge plans
    • Government policies and procedures contained in FHWA-1273 including The Davis-Bacon Act and Copeland Act
    • Equal employment opportunity guidelines
    • DBE and SBE guidelines
    • Standard procedures relative to construction and contract administration
    • Applicable material testing methods, processes and procedures
  • Performs calculations using algebra, trigonometry, and geometry.
  • Communicates technical information effectively.
  • Writes, reviews and revises documents to include engineering notes, specifications, standards and procedures.
  • Leads, assigns, reviews and monitors the work of others.
  • Prepares and maintains records, files and reports.
  • Uses personal computers and applicable programs, applications and systems.
  • Promotes and maintains a safe working environment.
  • Performs other job-related duties as assigned.

<div>Minimum Qualifications:</div> <ul> <li>Bookkeeping background preferred.</li> <li>At least 8 years’ experience in project/field office operations on TxDOT projects is required.</li> <li>Working knowledge of Microsoft Word, Excel, and Outlook software and the use of Microsoft Windows operating system is required.</li> <li>Working knowledge of Site Manager, ProjectWise, LCP Tracker, and DMS is required.</li> <li>Demonstrated typing ability is required.</li> <li>Must have a valid driver’s license</li> <li>Bachelor’s degree in Management or equivalent mix of experience and education, and a minimum of ten years’ experience.  Experience must be in administration and/or financial management. Must have strong verbal and written communication skills.
