Job Duties
Salem Residency is seeking a motivated leader to provide daily oversight of contractors performing maintenance activities within the residency. Will manage, evaluate and document contractor performance to ensure work is performed according to contracts. Oversees the review and inspection of completed work and communicates and meets with contractors to discuss contract questions and resolve conflicts. Reviews projects with various individuals, including contractors, prior to work beginning or work orders being issued. Assists with the maintenance of the contract department files and records and assures the information is accurate and up to date. Perform maintenance contract development by providing scope, compile/review maintenance and response contracts; develop/recommend improvements to contract services; and develop maintenance contracts from bidding stage through final contract payment. Prepare cost estimates; process accounts receivable transactions; inspect/review damages and provide estimates for reimbursement of repair expenditures; and calculate/verify contract pay items. Establish pay item quantities, calculate proposed quantities, verify pay item quantities and verify payments to contractors; assist in and/or develop the scopes and contract assemblies and monitoring of residency- wide contracts to include litter pickup, mowing, hired equipment with operator, pipe flushing and others as the need arises. Provide coordination for materials, equipment and labor for various contracts as well as assure contract work is in compliance with all safety regulations and agency standards by overseeing operations.
Document and resolve routine contract issues, establish pay item quantities and verify payments to contractors. Monitor contract expenditures and provide input and field data to develop maintenance contracts. Assist in the development and management of snow removal and emergency operations contracts. Assist in obtaining donated right of way for maintenance projects. Coordinate with AHQ, District Environmental, and District Drainage to establish and maintain proper reviews, approvals, and documentation for maintenance projects.
Oversees all contract and project files for accuracy and assures all documents are included in the files. Assist with maintaining and updating the Residency Project Spreadsheet with accurate project information. Participate in meetings and provide updated and accurate information on projects and contracts to Residency Management. Work closely with the Residency Business Office on purchase orders and payments on all projects to assure the Residency is meeting all procurement requirements. Develop and maintain various spreadsheets, as assigned. Assists with the M7B process for the Residency and works with the area headquarters and Residency personnel to assure all information is accurate and updated and deadlines are met. Assists contractors with signing up in Plow4VA. Meet with various individuals including VDOT employees, citizens, contractors and public officials and represent VDOT in a positive and professional manner.
VDOT is an emergency response agency and this position is key to fulfilling this agency requirement, and this position will be called upon to work outside of normal work hours during emergency operations such as inclement weather, flooding, and/or traffic incidents.
Minimum Qualifications
â¢Knowledge of contract development, administration and monitoring;⢠Knowledge of roadway maintenance and construction operations, equipment, materials and techniques;
â¢Knowledge of federal, state and transportation rules, regulations and policies;
â¢Knowledge of procurement practices;
â¢Skill in the use of computers and software applications (MS Office, automated financial system, cost estimating);
â¢Ability to direct, evaluate, supervise others, make assignments and develop staff, oversee/support contractor and crew operations;
â¢Ability to develop contract specifications, scopes of work, engineering estimates, and perform mathematical calculations;
â¢Ability to develop, read, interpret and apply maintenance contracts, plans and policies
â¢Ability to gather data, analyze problems/make logical decisions, document and communicate performance results
â¢Ability to identify solutions to support residency goals and objectives
â¢Skilled in effective communication
â¢Valid driverâs license;
â¢Must be able to obtain certifications used in roadway maintenance, construction and environmental certification for land disturbing activities as determined by the Residency.
Preferred Qualifications:
â¢Experience in contract advertisement, bidding procedures, emergency procurements;
â¢Experience administering maintenance contracts, and monitoring contractor performance;
â¢Experience in scheduling and coordination of multiple contractors on individual maintenance and emergency projects and overseeing the work.
â¢Experience supervising others and evaluating performance;
â¢Experience with procurement practices including purchase orders, work orders and contractor payments;
â¢Experience with M7B process;
â¢Knowledge of state permit process related to roadway construction and maintenance activities;
â¢Field experience in highway maintenance and construction;
â¢Experience working independently on multiple projects with varying deliverable and stakeholders;
â¢Project Management experience desirable;
â¢DEQ Erosion and Sediment Control certification. VCA certification.
â¢Commercial Driverâs License (CDL).

This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include, but are not limited to, inclement weather, disaster response and emergency operations.
Performance of these duties may require work outside of normal business hours including nights, weekends and holidays. VDOT will determine when essential positions are required to report.
