General Purpose

Provide leadership and support for all Contract Administration staff while providing support and guidance to the supported subsidiaries.

Major Responsibilities

  • Provide guidance on contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations and corporate policies.
  • Support Contract and Project Administrators and Project Managers in contract reviews and execution in accordance with corporate and/or business unit guidelines. Review proposed new task orders, change orders, and modifications. Work directly with client contracting officer to communicate contract requirements and negotiate contract terms and conditions using knowledge of negotiating methods, techniques, and principles works with Request for Quotes (RFQs), and Requests for Proposals (RFPs), for standard items/services. Assist in the compilation of contract documents to ensure contractual incorporation of flow-down provisions as requested.
  • Manage subcontract process and templates. Evaluate proposals/contracts for possible subcontracting opportunities to include sourcing reputable subcontracting businesses. Assist with the subcontractor prequalification process, performing routine standard investigations into subcontractor capabilities and financial capabilities to perform required work. Review subcontractor prequalification packages, reps and certs for completeness an accuracy.
  • Provide managerial direction and oversight of teaming agreements, non-disclosure agreements, subcontracts, change orders, purchase orders, claim resolution and other contract actions. Ensure compliance of preparation, organization and maintenance of contract records and files. Provide general contract and subcontract administration - providing appropriate level of expertise in matters related to government contracting for multiple agencies and all contract types. Examine and review contract reporting deliverables to ensure compliance with the contract requirements.
  • Maintain CCR, and ORCA records for the supported subsidiaries.
  • Other duties as assigned

Education
Four year college degree in Business Administration with a minimum of 24 semester hours in contracting, procurement, or management related curriculum.

Experience

Experience may be substituted for degree; at least ten (10) years of contract and acquisition experience in a position of increasing complexity and responsibility. Training in acquisition, contract administration, cost and price analysis relating to federal acquisition

Special Requirements/Certifications

  • Must have a working knowledge of FAR, DFAR, and federal procurement practices.
  • 7-10 years of federal contracting experience.
  • 3-5 years of commercial contracting a plus.
  • In depth knowledge of FAR, DFAR, CCR and ORCA.
  • Excellent written, oral, and computer skills
  • Ability to gather and analyze data, reason logically and creatively, draw conclusions and make appropriate recommendations.
  • Ability to prioritize and organize, work well under stress, meet deadlines.
  • Ability to be flexible and adapt to constant change.
  • Ability to work flexible hours as required to meet deadlines.
  • Strong interpersonal skills to assist and communicate with staff and clients.
  • Must have valid U.S. driver's license, a clean driving record, and be willing to travel as needed.

Physical Requirements

  • Light physical workload.
  • Employee must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body.
  • Required to have close visual acuity to perform activities such as viewing a computer terminal and extensive reading.
  • Specific physical requirements include, but are not limited to, stooping, kneeling, reaching, walking, lifting, grasping, talking, hearing and performing repetitive motions.
  • The worker is not substantially exposed to adverse environmental conditions.
