Join us at BGCAPP (Blue Grass Chemical Agent-Destruction Pilot Plant) where we will design, build, systemize, test, operate and close the plant whose mission is the safe and environmentally sound destruction of the chemical weapons stockpile stored at the Blue Grass Army Depot (BGAD) in Richmond, KY. The 15,000 acre depot stores mustard and nerve agent in rockets and projectiles. Our design concept for the pilot plant maximizes the use of existing technology from other successful chemical demilitarization facilities as well as First of a Kind (FOAK) technology. Parsons is currently seeking a CPRP Coordinator.

Role:

Preparing, transcribing, transferring, systematizing, and preserving both written and computerized communications and records; gathering and distributing information. The duties in this category also include: operating office machines; storing, distributing, accounting for stores of materials; distributing mail and delivering messages. Performing other administrative support and clerical duties may be required.

This position performs a variety of general personnel clerical tasks in such areas as employee records, benefits, education, training, employment/staffing, compensation, employee labor relations, and equal employment opportunity/affirmative action. The Personnel Assistant may conduct surveys and update manual and automated personnel records. At the higher levels, assistants perform limited aspects of personnel professionals' work such as interviewing candidates, recommending placements, performing compensation or benefit support activities involving contacts throughout the company, and preparing communications to various third party benefit vendors. Excluded are workers who primarily compute and process payrolls.

This position performs work in support of human resource professionals that requires a good working knowledge of personnel procedures, guides, and precedents. Job tasks may include interviewing applicants, obtaining references, and recommending placement in a well-defined occupation. At this level, assistants typically have a range of personal contacts within and outside the organization, in addition to handling employee-sensitive material. Therefore, the Assistant must be tactful, discrete, and articulate. This Assistant may be involved in identifying potential issues and grievance procedures, in addition to documenting necessary information to avoid company threat. The Personnel Assistant III may make recommendations to human resource professionals on job classification, wage rates, and employee salaries. The use of computers may be relied on heavily for organizational and reporting purposes. Advanced experience with office software packages may be needed. This Assistant may perform some clerical work in addition to the above duties. Supervisor will review completed work against stated objectives.

PRIMARY FUNCTION

The selected candidate performs full range of secretarial, administrative and related office duties of a responsible and confidential nature to provide specialized support to the BGCAPP Team. This position requires exercise of judgment and in-depth knowledge of procedures and precedents associated with the US Army's Chemical Personnel Reliability Program as regulated by AR 50-6, Chemical Surety. Works under general guidance and utilizes significant discretion in the application of standards.

MAJOR RESPONSIBILITIES

Supports the company administrative requirement in support of the Chemical Personnel Reliability Program (CPRP) program for all Parsons BGCAPP employees. Advise others, internally and externally, regarding specifics related to the CPRP program. Processes, controls and maintains CPRP transactions for the company in order to obtain individual CPRP certification, coordinates national agency check and security clearances as required by the Security Office. Researches a wide variety of complex information requests to facilitate program eligibility as requested by Certifying Officials and Administrative Officials; initiate actions with after-the-fact supervisory review for disqualifying or potentially disqualifying information; identify issues to be addressed by the Surety Office. Prepares official reports concerning CPRP personnel investigations, violations, suspensions and terminations in a highly confidential manner. Composes non-routine letters and memos; routes or answers non-routine CPRP questions and correspondence. Coordinates with the surety office, medical department, CPRP candidate's initial drug screen, annual health physical updates, and drug screens required for entry in to the program and continued maintenance. Maintain knowledge of professional and industry practices and governmental regulations as related to the area of specialization; utilize this knowledge to recommend and propose internal policies and procedures related to the specialized function of the job. Maintain current, accurate and complete HR files and documentation of procedures for the CPRP function. In addition to secretarial duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to the Project Support function with office management responsibilities. The Project Support Coordinator may be required to work independently on projects requiring research and preparation of presentation materials. Other duties as may be assigned.

EXPERIENCE AND QUALIFICATIONS:

  • DESIRED EXPERIENCE AND QUALIFICATIONS:
  • 2-year degree in Business Administration, Psychology, or Human Resources (or equivalent) and 0-2 years of related work experience, or High School diploma and 5+ years of relevant experience in Human Resources.

Strong written and verbal communication, organizational, and interpersonal skills are required.

Demonstrated proficiency in keyboard skills and the utilization of MS Suite.

A familiarity with company policies and procedures is preferred, as well as a demonstrated ability to administer a variety of activities simultaneously, set priorities, and meet deadlines.

SPECIAL JOB REQUIREMENTS:

BGCAPP is subject to the Army Regulations (AR 50-6 Chemical Surety and AR 190-59 Chemical Agent Security Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship and the ability to successfully complete a National Agency Check with Local Credit Check. (NACLC).
BGCAPP is a Drug Free Workplace. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment.
This position may also require use of PPE (Personal Protective Equipment) and personnel must pass a respirator fit test and pulmonary function test.

Ability to obtain and maintain Blue Grass Army Depot (BGAD) site access is required. Access requirements include completion of a local records check and National Crime Information Center (NCIC) check.
BGCAPP operates on a 24/7 schedule including weekends and holidays. Ability to work a flexible schedule may be required.
