Job Duties

The Virginia Department of Transportation (VDOT) is excited to offer and announce an opportunity to serve as an Emergency Response Manager in our Office of Safety Security \u0026 Emergency Management. This position is located in Richmond, Virginia. Position-specific responsibilities and duties will include, but are not limited to:

  • Manages the agencyâs around-the-clock emergency response program with a team of seven who monitor and communicate weather and activity impacting the transportation system.
  • Assesses threats and hazards, determines potential impacts, develops decision support products for executive leaders, and collaborates with interagency partners on incident plans.
  • Coordinates timely information sharing and requests for assistance with internal and external stakeholders.
  • Leads in the Virginia Emergency Operations Centerâs state Emergency Support Function 1 (Transportation).
  • Serves as liaison with other state and local agencies and the federal government, including representing the agency in unified commands.
  • Develops and maintains systems, applications, and procedures for agency personnel to collect, map, analyze, share, and report emergency management data and information.
  • Researches best practices in emergency management.
  • Presents findings and recommendations to internal and external stakeholders.
  • Collaborates routinely with the VDOT emergency planning and recovery programs.
  • Provide updates on program performance.

Minimum Qualifications

  • Bachelorâs degree concentrating in Homeland Security, Emergency Management, Public Administration, or a related field. A comparable combination of training and experience may substitute for a degree.
  • Knowledge of emergency response programs, frameworks, the integrated preparedness cycle, and their implementation.
  • Knowledge of weather forecasts and the potential impacts of weather hazards on transportation infrastructure.
  • Ability to lead teams and manage programs, including evaluating their effectiveness.
  • Ability to communicate effectively orally and in writing with diverse audiences. Ability to coordinate emergency response and recovery during natural and human-caused disasters, including leading an emergency support function in an emergency operations center.
  • Skill in integrating technology into emergency management.
  • Skill in using computers, radios, mobile devices, and applications, including MS Word, Excel, and Powerpoint, WebEOC, Hurrevac, and mass notification systems.
  • Skill in ArcGIS, HAZUS, and other emergency management-related modeling, simulation, and analysis applications is preferred.
  • Experience leading in an emergency operations center, emergency support function, or similar organization is preferred.
