This position will work closely with Metropolitan’s Engineering Services Group, Water Systems Operations Group, Information Technology Group, and outside consultants on various capital improvement projects that utilize Metropolitan’s Supervisory Control and Data Acquisition (SCADA) system. The position will use engineering principles in electrical, instrumentation and control, industrial control systems, and communication networks to ensure that all capital projects meet Metropolitan’s SCADA standards and requirements to ensure reliable operations.

 

Additional duties and responsibilities may include: provide oversight to field staff to implement SCADA/Control System/Network related tasks; review design documents such as specifications, piping and instrumentation diagrams (P&IDs), electrical schematics, wiring and plan drawings, civil, mechanical, and architectural drawings, and shop drawing submittals from contractors; develop, debug, install and field test automatic process control programs (APC) for PLCs using IEC 61131 programming languages and for Metropolitan SCADA system using C or C++ languages; develop, modify, test and field test SCADA graphic screens or PLC HMI screens; prepare labor and material budgets for small to large projects; design, configuration, and maintenance of Wide Area and Local Area Networks; design and develop plans for electric panels housing control system equipment; generate and review control system related reports; provide SCADA support during construction, commissioning and start-up of projects; analyze SCADA data; prepare purchase requisitions for SCADA hardware; and provide 24/7 standby support to the field staff and operating staff related to SCADA equipment throughout Metropolitan’s area of operation as needed.

 

MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree from an accredited college or university in a related field and six years of relevant experience, of which two years must have been at the Associate Engineer level; or Master’s degree from an accredited college or university in a related field and four years of relevant experience, of which two years must have been at the Associate Engineer level.

 

Related field is defined as: Electrical Engineering, Electrical and Computer Engineering, Mechanical Engineering, or Chemical Engineering.

 

Relevant experience is defined as experience with: industrial control systems within the water/wastewater field; working in a multidisciplinary team generating and executing construction design packages (plans and specifications) which include SCADA system requirements; design, development, programming, commissioning, troubleshooting/debugging of SCADA systems.

CERTIFICATES, LICENSES, AND REGISTRATIONS REQUIREMENTS

Licenses:

• License in good standing as a California Professional Engineer (Electrical Engineering or Control Systems Engineering) required at time of application.

• Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.
