Job Duties

The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the stateâs roads, bridges, tunnels and ferry systems. Through the Commonwealth Transportation Board, VDOT also provides funding for airports, rail and public transportation. Virginia has the third largest state-maintained highway system in the country, employing just over 7,000 employees across the Commonwealth of Virginia.

VDOT's Location and Design Division has an exciting opportunity for an Engineer, Senior - MS4 in the Water Resources Program in Central Office. VDOT self-administers the stormwater program through its Annual Standards and Specifications for Erosion and Sediment Control (ESC) and Stormwater Management (SWM).

The duties of the position include, but are not limited to:
- Application of sound engineering, decision making, and judgment in support and implementation of VDOTâs Annual Standards and Specifications for Erosion and Sediment Control and Stormwater Management.

- Interpret and apply state and federal laws, rules, policies, procedures in engineering and administrative matters as it relates to stormwater, including SWM, ESC, and Construction General Permitting (CGP).

- Technical guidance to VDOT staff and project teams on stormwater management, ESC, and post-construction best management practices (BMP), as it relates to technical engineering, design, plan preparation, standards, and regulatory matters, and the monitoring of adherence to policies and procedures.

- Coordination with District and Central Office Hydraulics staff on project specific requests including but not limited to variances, deviations, exceptions, facilitation of project specific Nutrient Credit evaluations and contracted bank purchases.

- Processing of CGP applications, modifications, and terminations. Through coordination and interfacing with VDOT Central Office and District Hydraulic Engineers and District NPDES Coordinators, and regulatory agencies. Database entry and/or support as needed.

- Assisting with the revision and submittal of the Departments Annual Standards and Specifications for ESC and SWM.

- Stormwater compliance support and consultation on individual projects with project teams in coordination with District NPDES Coordinators and others through technical expertise and field support. Representing VDOT in resolving construction stormwater permit issues and conditions with local, state and federal agencies throughout the project development and delivery process.

- Training: Development of content and Delivery of training in the area of stormwater subject matter expertise with the Water Resources team and partners.

- Research: Collaborate with the Virginia Transportation Research Council (VTRC), Academic Universities, and others on research, and to facilitate the implementation of research outcomes into application and practice.

- Supporting the Water Resources Program Manager and Section Manager to lead special legislative studies, conducting analyses, and generating reports as needed.

- Special Assignments and Duties as assigned.

Minimum Qualifications

- Demonstrated knowledge and experience in fundamental principles and practices of highway engineering design, construction and maintenance.
- Demonstrated knowledge in interpreting and applying stormwater management and erosion and sediment control law and regulations and CGP permit requirements for compliance.
- Understanding of VDOT Road and Bridge Standards and Specifications, VDOT Drainage Manual, and VDOT BMP Manual of Practice.
- Communicates clearly and concisely both orally and in writing. Ability to prepare professional correspondence, policies, resolutions and reports.
- Bachelorâs degree from an accredited college or university with major course work in civil or environmental engineering, or environmental sciences or related field, or equivalent training and/or experience may substitute for a degree.
- Professional Engineer licensure.
- Unless already certified, must obtain a VA DEQ Dual Combined Administrator certification within one year of employment.
- Possession of a valid Virginia driverâs license is required.

Additional Considerations

- Design and Plan preparation and engineering experience in the areas of stormwater management, ESC, SWPPP.
- Engineering, design, and modeling of stormwater BMPs, with application of Hydrology and Hydraulics.
- Demonstrated experience and skill in developing and delivering technical training related to stormwater management, post-construction BMPs, SWPPP implementation and/or erosion and sediment control.
- Experience with erosion sediment control and construction general permit in-field inspections, reporting on construction projects.
